Facing the worst economic situation in almost 20 years, Virginia Beach department directors have warned some city staffers that their positions could be in jeopardy in the upcoming budget.
The directors had to present their budget proposals, with a 14 percent spending cut, to City Manager Jim Spore earlier this month. Public safety bosses were asked to reduce their 2010- 11 budget plan by 4 percent.
City officials haven't ruled out layoffs as a way to balance the budget. Furloughs and tax and fee increases also have been mentioned.
"I cannot guarantee that layoffs will not occur, but I am doing everything in my power to ensure they do not," Spore wrote to employees last week.
Beach officials would not say how many employees have been told their positions aren't recommended for funding.
The city faces an $84.4 million shortfall between city and schools. The 14 percent cut that department directors were asked to make for the initial proposal represents a worst-case scenario, said Catheryn Whitesell, the budget director.
"It's a very fluid situation," Whitesell said.
Mayor Will Sessoms said he hopes the city will be able to move people whose positions are cut to vacancies within the Beach. In the recession of the early 1990s, the city eliminated 500 positions without any layoffs.
In a typical month, the Beach has 250 vacant positions, including those in public safety, Whitesell said.
"They may not have the job they currently have," Whitesell said. "But it's the city manager's intent to try and transfer them."
Still, city leaders want employees to be prepared and have as much information as possible to make their decisions, she said. An employee who has another job offer should know whether a current position is funded for next year, she said.
"We really are committed to the work force," Whitesell said.
Spore will spend the next few months in discussions with department directors and his leadership team to come up with a 2010- 11 budget proposal. He will present his spending plan to the City Council on March 23.
The city will hold public hearings on the budget in April.

What do Sessoms and Stolle have in common? Stolle serves as a director on Towne Bank-Va Beach Board of Directors where Sessoms is President. Stolle helped secure the $40 mil used to purchase an abandoned rail line for an unapproved Billion Dollar Light Rail project. Remember that light rail equals heavy taxes. Can anyone justify spending four times the assessed value of a rail line that is no use to anyone else?
Was'nt it heartwarming in the days other big story how Stolle gave up making $200k a year at the law firm to take over the jail and increase his retirement exponentially. Best doublespeak I've heard in awhile. On the one hand Stolle says he gave up a job paying 200k and at the end of the article he asks can you fault a man for trying to better himself? Something does'nt smell just right. As usual follow the money.

Cut from the top and consolidate
Virginia Beach is top heavy with managers and supervisors AND it definitely has too many different departments, but yet when citizens call for assistance or you need to get some license or another, you have to wait and wait and wait for those services. This is a clear indication there aren't enough people actually DOING the work and too many people supervising what work is getting done. If cuts were made at the top, departments consolidated and those remaining at the top took pay cuts, I don't doubt the city could end up with a great deal of savings and a more efficient operation over all.
Committed to the Workforce...Not.

Since when? I bet she just about choked on those words...because I almost spit out my morning coffee.
Instead of starting at the bottom
and working up - how about starting at the TOP and working down - start with City Manager position/office, and see what can be cut (his car allowance and have him pay his health insurance like everyone else comes to mind quickly); then start working down......cut from the top - those people are making big bucks - they could easily take a cut on their salary and still be just fine. Do away with take home cars.....especially department heads - ever see one of them out after 'work' hours? Have City Council take a salary deduction - most of them have another job and this is their 'part time job with benefits.' Dumb light rail, because we can't afford it right now. That's just the beginning....there are plenty more areas that could be trimmed......but let's begin at the top for a change.

Maybe they could cut out some of those five million dollar studies. They had a five million dollar study on light rail. Then the people voted NO by almost 2 to 1. They took that to mean that we need another five million dollar study. Who gets all that study money anyway?
