Va. Beach council poised to help pay for light-rail study

After two weeks of furious lobbying, Mayor Will Sessoms likely has the six City Council votes needed to give Hampton Roads Transit $244,800 to move the Beach's light-rail study forward.

The $6.6 million study has slowed because HRT is almost out of money for it. The City Council, scheduled to vote on the funding request Tuesday, had been under the impression that HRT was paying for it until agency officials asked earlier this month for city money needed to get a nearly $1 million federal grant.

Five people - Sessoms and Councilmen Glenn Davis, Harry Diezel, John Uhrin and Jim Wood - said they will vote to approve the money.

Councilwoman Barbara Henley, a light-rail supporter, hinted she will join them but said she will make a final decision Tuesday. She said the city's comprehensive plan is built around increasing transit options, which the study is investigating.

"If we were to stop looking at transit, that means our comp plan is not valid," she said.

Vice Mayor Louis Jones and Councilmen Bill DeSteph and Bob Dyer said they will vote against the funding.

Councilwomen Rosemary Wilson and Rita Sweet Bellitto said they are undecided. Bellitto was appointed by the council to fill the remaining term of Ron Villanueva, who is now a state delegate. Her first meeting is Tuesday.

Council members lamented the timing of HRT's request. The city and its school division are facing an $84 million budget shortfall. City Manager Jim Spore said the city can come up with the $244,800 from a contingency fund.

The study is looking at the feasibility and environmental impact of extending the Norfolk Tide system across Virginia Beach to the Oceanfront. Without the city money, HRT would not get the federal money, and the study would halt, officials said.

The city is also trying to complete a $40 million deal to buy the old Norfolk Southern rail line for a possible light-rail corridor. The state has pledged $20 million but has not delivered the money.

Sessoms said that not giving HRT the money to keep the study moving would send a bad message to the state.

"I sure don't want to give them excuses not to fund that $20 million," he said.

He also portrayed the Navy, specifically Oceana Naval Air Station's commanding officer, Capt. Mark Rich, as a light-rail proponent.

At Tuesday's council meeting, Sessoms said he'd had lunch with Rich recently.

"The first thing on his agenda was we want to be tied to light rail," Sessoms told the City Council. "Oceana, commanding officer, we need to be tied into light rail."

Rich had a different recollection. He said light rail wasn't the first thing they talked about and didn't remember saying, "We need to be tied into light rail."

"I don't recall that exact combination of words," Rich said. "The Navy is not trying to influence the city of Virginia Beach on light rail and is not trying to define the solution."

He added, "We certainly support initiatives that go toward reducing traffic and making commutes easier and safer and that ultimately goes to military readiness.... A light rail that serves Oceana would certainly be of value to us."

Sessom Apologize et?

Just curious, has Mayor Sessoms apologized yet to Capt Rich for misquoting him and trying to mislead the City Council into thinking the Navy was 'tied' to Light Rail fiasco? Kudos to the Pilot for getting the quote from the Captain which caught the error before it did any damage.

Seems to me that you get caught telling a mis-truth about what somebody else said, you should have courtesy to apologize. But then again, Will is also spending money we don't have on a railroad no one will use and that the voters have already said we don't want.

Definition of HRT: Unfunded and overprived financial black hole. AKA Bottomless money pit If they need 245,000 for a study, take it out of Townes behind. Then you'll see a canary singing the truth of whose hands are in the cookie jar. As a active employee, he can not testify against his fellow employees and crooks. Where the hell is the 80 grand stolen? I bet that was worth the last two years of fares in Virginia Beach.

I nominate Homer Simpson to be the first Monorail Conductor for the new lightrail.

It is Not that Construction

will soon start after the study is completed in 2011. Maybe designs would have to drawn by 2013, funds acquired-years 2015-16, contract bids 2017 and then maybe 3 years for construction. Finish in 2020-2021?

Population increases, more houses, more business. NO monies for new highways for at least 10 years now. AMTRAK station at Harbor Park to Richmond, DC and beyond? Light Rail from VB to Harbor Park? Plans need to be made now for the future.

Let the study continue.

Red Flag City

The recent revelations of the management by HRT of the Norfolk light rail project and its money(soft costs) has raise more red flags than a carnival.

The new HRT chief, Philip Shucet, has even called for an investigation by the VDOT inspector general into this, an investigation which, as far as I know, hasn't even started yet.

And yet the VB city councils STILL wants to immediately pony-up $244,000 and further buy into this HRT three-ring circus? That is just another huge red flag in my opinion.

How about using that money for someting really important, like making sure our kids have the best education system money can buy, and that the roads we currently use are not full of craters.

Missing the Point

People, you are missing the point. Willie's choo choo train is not to ferry people back and forth to work. The main purpose is to get consumers from downtown Norfolk to the Town Center. There can be no other reason. Very few people are going to drive their vehicles 5 to 10 miles to pick up a train, wait for it to be late, and then hoof it to work upon arrival. A light rail system is not flexible enough to benefit a majority of the population. Light rail cannot adapt to changing living or working patterns, etc. Within a few years or months the system will be bankrupt. By that time Willie and his cromies will have made their $$$ off this boondogle.

Put up or shut up!

I am willing to take all bets on light rail. I am offering 2 to 1 odds againt it breaking even and 3 to 1 on it making a profit or reducing the traffic. You choose.
I am man enough, honest enough and proud enough to say i will not use public transit in the Tidewater area. I have yet to see any of you supporters say you will. Even a Bus rider said it will not work just like the bus he rides is empty everyday.
Remember the reporter a few monthes ago that decided to ride the bus from Va Beach to Downtown Norfolk to see how bad it was? It took over 2 hours one way! 8.5 hour shift, 4 hours commute, I'll drive!

I wonder if

they will suggest to blackout the windows of the Townebank trolley to hide the fact the seats are pretty much empty.
