Military spouses upset by halt of tuition-help program

When the Defense Department suddenly halted a popular tuition-assistance plan for military spouses on Feb. 16, most beneficiaries learned about it from each other.

Some swapped e-mails, saw notes on Facebook, read news accounts or called each other.

Amber Jacobi had just given birth and was in the hospital when her friend told her.

“None of you found out about it until after it had been done?” U.S. Rep. Glenn Nye asked Sunday, eliciting a chorus of voices from the crowded conference room in his Virginia Beach office.

The Defense Department announced a temporary halt to the Military Spouse Career Advancement Accounts operations with a notice on its Web site that said it was to be reviewed.

That left the people who had been counting on the tuition money without a payment for registered classes. Some are now worried their previous work will be tossed if they try to return a semester or two later, or worse, after their spouses are transferred to another part of the country.

Jacobi, now on maternity leave from her job, doesn’t have a way to raise the more than $1,000 for tuition that had been approved from the MyCAA program. She is scheduled to graduate in January.

“The difference of one class for me is everything,” she said. “The ability to take my career with me when we transfer.”

The MyCAA program launched in March 2009, and more than 136,000 military spouses applied. About 98,000 are enrolled in courses or have been approved for tuition assistance.

Nye said he found out about the sudden stop from a pair of spouses during an event at Oceana Naval Air Station on Feb. 20.

He sent a letter to the defense secretary asking for an explanation. The next day, a statement was issued saying only that the program was suspended because of a sharp increase in applications.

“This should have been handled so much differently,” said Alison Messick of Chesapeake. “This isn’t just a spouse thing, this is a military issue.”

Melissa Hebert of Virginia Beach is working to become a teacher.

“When this program came along, I thought this was my time,” she told Nye.

She learned the program was stopped by watching the news. When she called MyCAA for more information, the program counselor asked her, “Ma’am, what does putting off one class mean?”

For her, it means she won’t get a job for at least a year.

“If I can’t student-teach, I can’t get a job,” Hebert said.

“Like most of us, if we stop now, we’ve wasted money and our time.”

Overall, the nearly 30 military spouses who crowded into Nye’s meeting said it was the lack of notification, explanation and consideration that made the decision inexcusable. They frequently described it as a slap in the face.

“If they can’t accept new applications, OK,” Hebert said. “But you stopped in the middle.”

Nye said that he will continue to question the decision until he gets answers. He also said he was going to work with other members of Congress to elicit a response.

He asked that others who are affected by the program’s halt contact his office at (757) 326-6201.

“We’re not going to let this go,” he told the group. “I will put other stuff on hold for this.”

Are you kidding me? People are really arguing about the "benefits" of the military. Unless you served (including spouses) in the last 5 years, stay out of it... things have changed. For every "extra benefit" there is a drawback. The health care is horrible... welfare has better care for free (no all military care is not free). There is NO child care... the list is over a year long and that's for the top of the list, dual military and single military being at the top. Child care is out of this world in town, only remedy is to stay home or give them to a good friend during the day. The only some of the extra pay is tax free and it depends on your orders, not all of it. The list for housing is long and money for housing is not as great as people seem to think. The only reason that there is housing pay in the 1st place is because the military keeps costs down. If they didn't pay for housing EVERYONE would need a raise because living off of 19 thousand a year doesn't cut it anywhere, especially if you have a family, so they pay for housing only for those who need it. Speaking of 19 thousand (That's an e3 last year, I just picked a common grade) I would have made over 50 thousand for my

Something smells rotten...not in Denmark...but over at the Pentagon. Glenn Nye should have been informed of this decision in plenty of time to explain what has been done, and why. I don't believe for one minute that his staff is so incompetent, so isolated from the Pentagon that he doesn't get the courtesies owed every elected Representative.

No. Nye is hiding something, and it is probably something to do with a situation in which the military lifer brass has screwed the pooch again. Why would anyone want this country to be subjected to the day-to-day governance of these "toilet seat" procurers and intellectual bottom-dwellers?

MyCAA Run-a-Round

I register for class at Tidewater Comminuty College and my classes where the fee was over $2000.oo so when I found another school that sounds better and would work best for me and my family. I descided to switch to the other school. So better I change schools I called MyCAA to make sure I could do it. While they told me that I needed to make I did it better the Withdrawal Date, which I did. Another thing she told me was to go ahead and register for the other school. So I did, soon after I would get a credit in my account..I ca transfer the balance to other school. So I called on the 14th of Feb. and was told that I couldn't be transfer to MyCAA and she read from pre-written note..I told me I could not spoke to any one and for me to continue check the website to see if anything would change. So I did...I have email also...but I cant seem to get any of my questions anwsered. I just want to get back to my education. If I would have been told about this I would had stayed in my other college and not withdrawn from my class. This is really shocking and confusing consider they told me they would get my credit but never did. Brenda Crawley, Norfolk..23505

There already is a plan to have one BIG SHIP move to Mayport, I hope they move about 20 more. When your business suffers, your home loses value, your spouse or some family member loses thier job, your taxes go up because 3000 - 10000 family now call Jacksonville home, at least you will be able to sit back and say "Well, at least the Navy is not all over the place like they used to be"

Let's keep giving hand outs; free medical care, extended unemployment benefits, bail out car companies, bail out banks, and all that good stuff. That way, the US Service Member can keep working for the little money they make and keep paying taxes to support the ones that decide that the government is there to give them a free ride. SAD IMO...very SAD.

Unbeleivable to see some of the negative comments in here. It gets more amazing everyday when people just have to throw in comments regarding our military people.
Do you people realize that the money earned for housing is minimal to what others have to pay? Do you know that unless you are an E-9 BAH is based off of apartment living? An E-9 is for owning a town home. Do you know that BAS stops when a Sailor goes to sea? They have to eat on the ship, so BAS stops. Do you EVEN KNOW how many hours a Sailor works a week - Our Navy is designed to have a person work 55 hours per week. I see this every year when Congress gets briefed on military vs private sector pays. How many of you would work for the same amount based off a 55 hour work week? Then not to mention having to get up 3X per week and exercise on your own time, not to mention deploying away from your family for 6-9 months at a time, not to mention that you work at least 12 hours a day at sea EVERY DAY you are gone, not to mention having to move so much you CAN'T BUY A HOME, not to mention you have to start over each time you move with school, spouse employment, etc...

The military gets everything handed to them???? The military people in this country is less than 1% of the population. BTW, if we did get everything handed to us, and it was that easy.....everyone would be serving. We do it cause we love our country, and for some reason believe that you have the right to free speech!!!! Secondly, check your grammer. I would begin to think that you are one of those that my tax dollars supports! Get a JOB and get off WELFARE!!!
