Portsmouth council seats up for grabs among many candidates

PORTSMOUTH

A large field is forming for local council elections in May, with at least five challengers planning to run against three incumbents.

Vice Mayor Bill Moody Jr., Councilwoman Marlene Randall and Councilman Doug Smith each will vie for another four-year term.

Council seats are elected at-large in Portsmouth, so the three candidates with the most votes citywide will earn a spot. The seven-member City Council sets policy, controls local taxes and fees, and shapes a $560 million budget, among other duties.

The filing deadline to get on the ballot is March 2. As of Thursday, two challengers had qualified: Paige Cherry and Steve Carroll.

Cherry, a member of the city's finance committee, said he will focus on economic development, jobs and education in his campaign. He ran in 2008 and almost overtook Councilman Steve Heretick for the last of three seats up that year. Heretick edged him by 79 votes, 4,273 to 4,194.

Carroll, a civic league leader and former president of the Portsmouth Taxpayer Alliance, also ran in that 2008 race. He came in seventh out of eight, about 1,400 votes behind Heretick.

Carroll said he was motivated in 2008 by what he felt was the council's disregard of public opposition to a condo development. This time around, he said he's running to stop the nonsense he sees in decisions to spend public money on ventures such as the Virginia Sports Hall of Fame and the Renaissance Hotel.

Others who said they plan on running include Ted Lamb, Kenneth Bolton and David Vass.

Lamb started a neighborhood watch in Cradock that he says now has 300 active members. He said similar examples of community involvement could be replicated anywhere in the city.

"I think Portsmouth has such a potential to be even better than what it is," he said.

Bolton, a training administrator for Panasonic's customer call center in Chesapeake, said Portsmouth needs to do a better job of landing major corporations. Call centers are one avenue to pursue, he said, and he feels his experience could help with that.

Vass, a Scout leader and risk management specialist at Portsmouth Naval Medical Center, said he thinks there are ways to lower the tax rate, and landing a spot on council would be the best way to improve the community. One of his ideas is to pursue a recycling program to help clean up the city and reduce trash rates.

The incumbents, meanwhile, are focusing on economic development as the council's primary concern.

Moody is going for his fourth term and Smith his second. The two will run together, Moody said.

In 2006, Moody ran with Randall on a ticket that was supposed to include Councilman Charles B. Whitehurst Sr., who dropped out of the race before returning as a write-in candidate.

Randall, who is seeking her third term, said she is running alone this time. She said the city has improved its school system and public safety during her time on the council.

"The big picture now is economic development," she said.

I can't vote for bolton as I cant find anything to explain his position

I can't vote for vass as hes very arrogant and has little if any knowledge of the workings of city government, he's also not from Portsmouth and hasn't lived here long enough to understand the city

Can't Go Wrong With Lamb

Ted Lamb is an honest, hard working member of the Portsmouth community. He has fought hard for years to clean up his Craddock neighborhood. He will bring this enthuisasm to make the whole city of Portsmouth a better place to live and work. He is motivated by sincere wishes to better Portsmouth, not by any political motvations or financial motivations. Ted Lamb is a down to earth guy - teacher, father, husband, loyal friend. He is the type of person who should be running our local governments.

I'm supporting proven leadership.....while I'm very unhappy with refuse rates I feel tax rates are fair based on our assessments.

Candidates running on Anti-Tax are disingenuous at best......I'de prefer to see candidates concerned with attracting new business and tax revenues
Portsmouth has and always will have radically limited revenue streams.

Ide like to hear more from the fresh faces attesting to their knowledge of our cities workings and less of grandiose pipe dreams.

Cherry has some points near and dear to my heart and seems to have his head in the game....Steve Carrol has too negative a tone for me.

I know nothing of Ted Lamb or Kenneth Bolton although I like Bolton's concerns.
Vass doesn't seem to have a grasp on Portsmouth Issues.....Recycling?
Thats already in the works....drop taxes? and limit and already crippled budget? I want to know what your going to do NOW...not tommorow and this isn't a scout meeting pal this IS OUR CITY...OUR FAMILIES...OUR LIVES....not a proving ground or test bed for political aspirations

I agree with most of the comments on this article. The current city council has done an extremely poor job at running the city. We need as many new people with fresh ideas and thinking on the council as possible, regardless of political background. I just hope that residents actually go vote and make this happen. I wish the challengers in the next election the best of luck.

Cherry, Lamb, and Vass - here are 3 good reasons why

1-moody- he can't run on his own merits after 12 years - how's that sound wall coming, bill? remember, this guy voted to raise taxes last year

2-randall- she has served well but we don't need to give her another pension(after 10 years council gets a pension, randall retired from ports. schools) and she voted to raise taxes last year

3-smith- he is owned by big business, look at his contributors, he's not working for the people and he voted to raise taxes last year

I support.....

I will lend my support and give my vote to Ted Lamb, Bill Moody, and Doug Smith..in that order. Ted Lamb has been a tireless warrior against crime in the community of Cradock and has been a strong voice in exacting the same result in other neighborhoods. His efforts have been with a no-nonsense approach and he has had a non-politcal gain attitude in promoting a crime-free environment for his family and neighbors. It's only after vigorous prompting from those who have experienced a better quality of life, due to his action, that he is considering a run for Council.
Bill Moody has been the sensible voice on Council for many important changes in our City. He, too, has shown support for the needs of the Cradock community. Just a few examples are: fighting the proposed ethanol plant, supporting the need for a skate park in Cradock, and saving the Cradock public library. He has a history of upholding the good people of Cradock and sees the promise our tiny hamlet has. His leadership and votes of confidence in our efforts have bolstered progress.

Portsmouth Council Race

The sitting City council has become logged down in the "Good Old Boy" syndrome over the last 10-20 years. It is time we make as complete a change as possible; thus, we must replace all three of the sitting council members. I am for installing as complete 'new blood' as possible with grass roots people with NO (!) affiliations or prior commitments. I see that Ted Lamb fits that perfectly. He has my vote.

My vote goes to Mr. Carrol, Mr. Bolton & Mr. Vass. I don't know any of these gentleman, but I like what they are trying to accomplish, according to their comments. We don't need any of the incumbents back on the council. They have had their chance. We need a big change. Replace them all.
