Quest to reopen Lake Whitehurst buoys anglers

Angered by the closing of the only freshwater boat ramp in the city, a majority of the City Council instructed City Manager Regina V.K. Williams early this month to find a way to restore access for boaters to Lake Whitehurst.

The city has seven lakes in its reservoir system, including five spread among Virginia Beach, Chesapeake and Suffolk. All five have boat ramps.

The two located in Norfolk do not.

"That's unacceptable," Councilman W. Randy Wright said.

Late last year, the Norfolk Airport Authority terminated a lease with the city for a sliver of land the airport owns on Shore Drive near the border with Virginia Beach.

The city had constructed a parking lot, boat ramp and two fishing piers on the land, which it had leased since 1990. It became a popular location for anglers seeking access to the lake's ample supply of largemouth bass, crappie and bluegill.

According to the Virginia Department of Game and Inland Fisheries, the lake has one of the best walleye populations in the state. But game department biologists have ceased studies on the lake because it no longer is accessible to anglers.

Airport officials closed public access on Nov. 1, saying they had to as a prerequisite to apply for federal funding for a parallel runway at the airport.

Assistant City Manager Anne Odell presented two alternatives for the council for new boat ramps, both on land owned near Norfolk Botanical Garden.

One is in a picnic area and the other a duck feeding zone, both near the entrance to the garden. City management did not recommend either alternative, Odell said.

The duck feeding area would provide boaters with access to only a small portion of the lake. The picnic area is inside the garden and is used extensively by kayakers and crew boats operated mostly by area private schools.

Angling groups were ecstatic to find out the city was looking into ways to reopen access.

"Sweet," said Bob Bullen, who runs Bass-Jon's - a freshwater fishing club that used the lake extensively. "I am absolutely surprised... and happy.

"We definitely have been missing that lake in our tournament trail."

But anglers shouldn't expect anything to change in the immediate future.

Williams said there are no funds for a boat ramp, projected to cost about $250,000.

Williams also said Botanical Garden officials told her that a boat ramp likely would interfere with some of their activities. And crew clubs were concerned that a boat ramp would limit their access to the lake.

Councilwoman Theresa Whibley said "I'd like to work it all out, but in the process, I don't want to do so at the expense" of others.

But other council members said the city needs to restore access to boaters.

"We need to figure out a way to get that done," Councilman Barclay C. Winn said.

"I think they can coexist," added Councilman Don Williams.

Mayor Paul Fraim asked Williams to schedule a meeting with officials from the city, airport authority, Botanical Garden and rowing clubs.

"We need to get all of the parties in a room together and work this out," he said.

Wright and Winn said they can't understand how a few fishing boats and parked cars could interfere with a new runway, especially since heavily traveled Shore Drive is only yards away.

"We need to talk with airport officials and see if there's a way to reopen the boat ramp," Wright said.

Fraim said failing that, the airport authority should fund the $250,000 cost of a new boat ramp.

"If the airport forced us to close the ramp, then the airport should pay for it," he said. "At the very least, we need to pose the question to them."

Winn said he does not understand the reluctance of city management, the Botanical Garden and the airport authority to allow recreational boating.

"A body of water in an urban location like this is a unique recreational opportunity," he said. "A lot of cities aren't fortunate enough to have that kind of space. We do, and we need to take advantage of it."

my name is phillip and i have 3 kids that absolutely love fishin especially in lakewhitehurst.My 7 year old caught his first fish off the pier and was absolutely extactic!!.My 4 year old caught his first fish at 3 in lakewhithurst and again it was the happiest day of his life.But i think the most importantance of the lake lies with my daughter.after fighting deression for almost 8 years me and my family took a day to go to lakewhitehurst for a picnic,and never realy doing any fishing in the past i asked her to please try and fish with me in hopes of her feeling better.Well to my surprise we fished about 2 1/2 hours and she caught her first catfish and well i think you can imagine how happy she was.S0 the lake is very,very important to me.

Closing of Lake Whithurst

After I received my notification the lake was closing, I started thinking what could be done. I started at the first of this year writing city counsel about it. And you guessed it, I got a lot of run around. Mostly about how the property belongs to the airport and they closed it. But I was told or should I say reminded about the other outstanding lakes that can be used. How about using a half tank of gas and a full day going to, and from Western Branch. Or how about using lake Smith, one where no ramp is available or parking, or the other one across the street that belongs to Virginia Beach, with no place to tie up your boat. Those are great options. And I was told the counsel is looking at other locations. Now I'm sure the counsel had no idea the airport would close the ramp, or the lease would not be renewed, no warning at all. Our situation concerning a local place for us to fish, or relax on our fresh water boats is a low priority to light rail ( over budget ) or the renewal of Ocean View. Those are more important. There's also misunderstanding here. The airport isn't proposing a "new" runway per se. Well it would be new, but not "additional". From what I've seen in the plans, it's a replacement for the ultimate closure of the small crosswind runway. It will be more useful than the crosswind. Also, airports develop runways for more than just additional flights. In this case it would be future growth (which WILL happen despite some ill-informed posts here), as well as operational efficiency when runway maintenance is undertaken.

Airport should pay

First of all Norfolk International is a declining Airport. It's use has decreased and many airlines have slashed the number of flights that leave there. They have so much money that they have to find ways to spend it all. There are empty parking lots everywhere all around the facility and they recently completed a parking garage that towers over the trees. They do not need a second parallel runway as the traffic does not justify that expense. They should open that lake access so our citizens can enjoy the natural resources the lake provides. By the way the lake is a reservoir for our drinking water and not a polluted lake, although the airport has been fined for allowing deicing fluid to discharge into it on occasions.

Why Not

If you can not use the section on Shore Drive, why not put a ramp in the industrial park? Looks to me like there is a spot at the end of Bayside Rd. This is fairly close to the existing lot!

What about Wingfield Rd.?

With the recent closing of the boat ramp facilities at Lake Whitehurst, the Airport and the City made it difficult for local anglers. A lot of anglers would come home after work and slip in at Whitehurst to get in a few hours of fishing during the week. With no close by location to do this, anglers that need gas, bait, and refreshments, now take their money and spend it in Virginia Beach. I recently sold my boat as a result of the Whitehurst closing.

Who's in charge here ?

This exposes a continued denegration of Norfolk's limited greenspace. Why in the first place is Norfolk's Botanical Garden such a restricted area? Let me ride my bike there without paying a $5 to $7 charge. Lake Whitehurst is just another polluted lake with the discharge of an airport. In retrospect you should be funding studies on the dangers of eating the fish, but why in God's name can't we access the lake?
And this one is aimed at you Regina. Everytime I traverse the corridor of Military Highway by bike I think of you and the out of touch vision on what a modern city should be. All that vacant stretch of land that would support a bike path. Norfolk has no real vision, or the realistic concerns of solving quality of life issues. These would in turn alleviate more tangible problems like pollution and traffic congestion. All you can focus on are revenue orientated short term goals. Give me a city manager who can take the bull by the horns.
