With most City Council members absent, challengers for five seats in the May 4 election took turns bashing the incumbents.
During a forum at Granby High School Thursday night, most candidates said the council doesn't listen to residents, council meetings need to be televised, more money needs to be spent revitalizing Wards Corner, and too much money has been spent downtown.
Mayor Paul Fraim, who has three challengers, and Theresa Whibley, who is unopposed in Ward 2, were the only incumbents to show up to the 2-1/2 -hour forum, sponsored by the Norfolk Federation of Civic Leagues.
Vice Mayor Anthony L. Burfoot and Councilman Paul R. Riddick said emergencies prevented their participation. Riddick said he was attending a wake and Burfoot was attending to concerns of residents after a gang shooting in the Moton Circle neighborhood.
Councilman W. Randy Wright said he had a civic association meeting that he had committed to before being invited to Thursday's forum.
Fraim apologized to the crowd of about 200 for anyone who felt the council wasn't listening but said the city has "gone to great lengths" to establish task forces to work with civic leagues and residents. He strongly defended the council's record.
"We've created a lot of jobs and with the expansion of the tax base, have been able to lower your taxes," the 16-year mayor said. "People are moving back to the city. And I think that says a lot about the progress we've made."
Councilwoman Daun S. Hester, who along with Sherwood Civic League president Dan Montague and Old Dominion University student Ryan Cooper are challenging Fraim, called for more transparency and openness in city government.
Hester wants council, housing authority and Planning Commission meetings televised. "It is time for us to break the status quo," she said. "It is time for the growth that has occurred downtown and in other areas be spread throughout the city."
Most council meetings are not on TV "because they don't want you to know what they are talking about," said Barbara Saunders, a candidate in Ward 1, where incumbent Don Williams is retiring. Ward 1 candidates Chuck Brewer and Andy Protogyrou criticized the council's spending priorities.
"Too much money has been spent downtown," Brewer said. Paul Trice, the fourth candidate, did not attend.
Speaking of the council's decision last year to abruptly close two Waterside night spots that city officials said were disruptive, Tommy Smigiel said: "Regardless of whether you agreed or disagreed with how the bars were operated, the way that was handled was wrong." Smigiel and East Beach businessman Matt Hales are challenging Wright in Ward 5.
"There's a saying that absolute power corrupts absolutely, and we've seen that far too often in the city," said School Board member Billy Cook, who is challenging Riddick in Ward 4.
Billy Mann, who along with Mamie Johnson and Donna Smith are facing off with Burfoot in Ward 3, said the council needs to get its spending priorities in order. "Our educational system should be our top priority," he said.
The forum, moderated by former TV reporter Joel Rubin, was the only one this spring in which all 18 candidates were invited.

I hope someone is fact checking that website. I know it is wrong to say someone is guilty by association, but what was said at the civic league forum is true -- absolute power corrupts absolutely! Someone took a lot of time to gather all of that information on our Ward 3 incumbent. It certainly is an eye opener!
The City of norfolk employee union just endorsed Mamie Johnson for Ward 3. Mamie would be a breath of fresh air to Norfolk City Council, and I encourage you to vote for her. She is very community minded and would be a great asset to City Council and to Ward 3 residents!

City Council Candidates
For me, there are three kinds of candidates: 1)those who would reduce taxes; 2)those who would maintain current tax levels; and 3)those who would favor increased taxes to support increased spending. I see no candidates in category 1, but Wright seems to be the closest since he has supported the Tea Party agenda. Some incumbents (Riddick, Fraim, Whibley) are practical and fall in category 2. Other incumbents (Burfoot, Hester) and challengers (Smigiel) are either current or former city employees and clearly would support increased spending (especially on NPS) and increased taxes. Norfolk city elections boils down to the following: elect a business person and tolerate small excesses (light rail, downtown investment) in spending or elect current/former city employees and standby for dramatic spending/tax increases.
Motives
The strongest and best candidate needs to run against the incumbents. In Ward 3, there are three challengers to Burfoot, yet only one has pure motives and intentions. What we must begin to do as ask ourselves why is each candidate running and make an educated and informed decision. In Ward 3, Mamie Johnson is the only candidate who is running that has the true best interest of the constituents at heart. Mr. Mann, just moved into Ward 3, less than 60 days ago! With that said how can you be in touch with the people of Ward 3 in less such a short time. Mamie Johnson has been president of the Broad Creek civic league for over 7 years.
Also, the incumbents did not show up because they did not get a preview of the questions. The "gang" shooting that Mr. Burfoot had to attend to occurred before 3pm, so he had ample time to be at Granby High before 7! Do not believe the hype, the citizens in Norfolk need better.
P.S. There was no bashing of incumbents, so the heading does not fit! Why are the incumbents pictures in the paper and they did not even show up?
Last but not least
And I will guarantee there will be NO televising of any public meetings (council, planning, NRHA, etc.) in Norfolk in the next four years.
Thanks for the forum. It was a great way to connect with other civic leagues in the the city and was the only opportunity for taxpayers to see what we're buying.

Billy Mann needs to work on his points more. He has potential. The two women with him were out to lunch. No depth and no current thinking from those two ramblers.
Hester can hold her own. She knows the issues and the people. She's also polished.
Mayor Fraim tried to tell the audience that televising meetings isn't possible. Why? The number of meetings is more than other cities. City employees can't stay past 5pm to work. Pathetic. He did say he raised taxes about 6 billion dollars. And he touted all the millions of dollars of spending on private development. Tax and spend Fraim. Poor performance Mr. Mayor.
As for those incumbents who didn't attend, great. We got to hear from those who seems to care about the city and its people.

I heard Mayor Fraim say that televising all the meetings IS possible, and they will do it. He then gave the additional information about Norfolk having more meetings than most surrounding cities and trying to minimize asking City employees to stay past 5pm to work.

agree with the Mann having potential, don't with the two women being out to lunch. However, the comments about these three, by vote splitting, leading to a Burfoot win are accurate. I would encourage them to sit, talk and decide which of the three to finish the race. I would hope they could agree to do what's right for the city, not correct for their egos. Maybe one of them would replace Daun as Ward 7 representative.

I don't understand why Paul isn't questioned about the council having increased the tax base? It was the run up of property values that did that, not the success of council's actions.

No real changes on the horizon in Norfolk

What a pathetic job of reporting on this story. Very PRO incumbent. One common thread from last night: transparency and accountability. That is not in this article though. We need a new reporter on this beat who is objective, impartial and informed.
Everyone but the incumbents care about transparency. The candidates are on to the secret informal sessions in the back room where decisions are made out of the public's view.
Bill Cook could run for Mayor. He should replace Riddick.
Hales is running to split the vote. He didn't know the issues.
Tommy Smigiel has the issues down. He cares too from his background.
Chuck Brewer was the surprise. He showed he was informed and had original ideas.
Barbara Saunders knows there is no transparency and she could change that.
Andy P. didn't have any relevant points to ward one and no recognition of any problems (except Wards corner which he recognized as not being in his ward). No solutions. I expected more from a Personal Injury lawyer.
