Councilman W. Randy Wright called the School Board "wusses" for failing to fire Superintendent Stephen C. Jones after a series of testing problems and for not critically questioning any of his decisions.
"They've known for weeks that the superintendent kept them in the dark and have done nothing about it," Wright said. "I've told several of them that they are wusses for not doing something about it.
"The School Board is afraid to question him."
Wright's comments, made Monday to The Virginian-Pilot's editorial board, came on the eve of today's meeting between school officials and the City Council. The meeting, scheduled after Wright's urging, is being held in part to discuss continuing revelations of testing irregularities in city schools.
"I talked to a few friends in the school system who've told me there is more to come," Wright said of the testing controversy. "I'm going to ask school officials, is there more to come and how much?"
School Board Chairman Stephen Tonelson declined to discuss Wright's comments, saying he had not heard them first-hand. Jones did not return a phone call to his office Monday afternoon.
Wright said he is appalled at how members of the board, which is appointed by the council, reacted to the revelations that cheating was encouraged by administrators at Lafayette-Winona Middle School. He said Jones has known about testing problems since last summer and failed to inform the School Board until recently.
Board members learned belatedly, via the media, of testing irregularities at Dreamkeepers Academy and Lafayette-Winona, two of four schools where rules for giving student assessment tests were violated last school year.
The b oard is waiting for Jones to respond to an investigation by a panel that found cheating and coercion around testing at Lafayette-Winona. The panel, appointed by Jones and the School Board, discussed its findings with the School Board last month.
Since then, few employees have been disciplined and officials still refuse to release information about the violations. The confidential report, which the division refused to give to the media but The Pilot obtained from a source close to the School Board, depicted a division with few controls on principals.
Many of the board members have said little about the irregularities, saying the board is leaving decisions about disciplinary penalties to Jones and relying on the state to conduct a division wide review of testing practices and violations.
But one board member, Jim Driggers, has remained standing at every board meeting since the report was discussed to symbolize his frustration that Jones hasn't reacted more quickly.
Jones, who is retiring in June, has said employees who are faulted deserve time to explain their actions before disciplinary decisions are made. Tonelson said last week that Jones will discuss with board members in a closed session this week what personnel actions will be taken in response to the report.
If the board disagrees, it can ask Jones to reconsider, Tonelson said.
Wright said leaving Jones in charge of the schools has damaged Norfolk's credibility.
"At least two School Board members said he walked out of a School Board meeting and said, 'I don't have to put up with this.'
"If I was on the School Board, I would have fired him then and there on the spot."
Granby High School Assistant Principal Tommy Smigiel, who is challenging Wright in the May 4 council election, said firing Jones would have been a mistake. That would have damaged the school system's image, he said.
However, he agreed with Wright that the School Board is not engaged enough.
"We have a very weak School Board," he said, noting that only two members went to the State of the Schools address.
"There are some people in central administration who make big bucks, who blow a lot of smoke, and the School Board believes everything they say," Smigiel said. "Then when something happens at a school, it's like, 'Oh my gosh, we didn't know this was going on.'
"Why weren't you asking questions? Why weren't you in the schools?"
Smigiel has long been in favor of an elected School Board.
Norfolk is the only South Hampton Roads city with an appointed School Board.
Wright said the board has been so ineffective that he believes the city should allow residents to elect the School Board.
"If they're not willing to step up and fix the problem, then the system is broke," he said.

how about calling them out in person? What, Randy, no guts to do that at the meeting? Speaking of wusses. And we know what you mean by that. You're actions as part of the council in allowing Michael Townes to collect $340K in salary while sitting at home and padding his retirement pay is worse than what Superintendent Jones is doing. I'm so glad I live in Chesapeake and not in the Peoples Republic of Norfolk.

Typical politics
So we have lots of meetings, grand standing, finger pointing and blame trading. And in the end once again nothing is done, no one is held accountable and the usual cast of characters goes right back to what they were doing.
I guess the saying is true. " When all is said and nothing is done the meeting is adjourned "
And the sad thing about this fiasco is the kids that will suffer. It is time to rid ourselves of the majority of politicians both elected and appointed in this region. They have long ago forgotten who they work for and why.
PROBLEMS
I guess Norfolk is just as bad as the other cities but Norfolk problems...are really something that the voters need to start talking about before it really is too late. The City can't just do what they want when they want or can they. Seems like every week it is something going on with the City. Voters put them in office and voters can replace ever SINGLE one of them.
Those who say Wright is willing to stand up
Ask yourself why he did not stand up when light rail monies were approved and school funding cut. Where is the priority? I'm for public transportation but when it is at a cost of the children there is something wrong. No child left behind was began in the Bush jr. These are fact, this program is partly responsible for this debacle and your blind or so politically vested you can't come up with your own unbiased opinion. This is where the problem begins and where we resolve as a community to deal with it is not through these political games but by coming together as a community. Wright is just ulterior motive at every turn. I could say worse but I wouldn't want to break the rules of the postings.Wright approved cutting budget for education and plowed for funding for light rail. He skirted his responsibility in watching what was spent there. Isn't it clear here?

"Just as long as you realize", No Child Left Behind is a non-partisan program co-written and pushed through congress by Ted Kennedy, then signed into law by Bush. There was overwhelming support from Democrats and Republicans alike, so there is plenty of blame to go around for NCLB and the associated SOL testing. Since funding for school districts is tied so closely to how well schools can get students to regurgitate on paper information that is fed to them for SOL testing, there is much incentive to "cheat". Students can recite words on a paper, but ask them to explain what they just read, and many can't do it. Teaching critical thinking skills has all but been removed from the curriculum. I'm not advocating the cheating that is going on, but tying funding for schools to the SOL's has got to stop. Let's actually teach the kids something meaningful, rather that just showing them how to memorize gobbledygook that will never be put into usable context for them to function in the real world. And we haven't even mentioned math skills...
Why do we have School Boards?
When I went to school back in the late 50’s through the 70’s, in NYC, we had no school boards. What we had were the experts, teachers, assistant principals, principals that decided what was taught, and how it was taught. But now, we have this bunch of people that want a place to “Springboard” into politics and use the so-called “School Board” to do just that.
I say let’s get rid of “School Boards” and replace them with what we had when I was going to school and proved that it was the right way to go making the education decisions; teachers, assistant principals and principals. What a concept!
Randy Wright And Superentendent Jones
Randy Wright’s righteous indignation over the behavior of Mr. Jones and the school board are rather comical considering his part in the HRT diabolical wouldn’t you say! We all know Mr. Wright as well as others on that board were as wear as Mr. Townes exactly what was going on with that project and all the problems and overruns; yet to CYA they allowed Mr. Townes to take the fall because they knew his friends on the board would not vote to fired him; it would take 100% vote to get him fired. Then in Randy’s own unique style he just plays the fool and says “I’m not an engineer so I just didn’t know”. I strongly suggest from now on boards be made up of people that are “QUALIFIED TO UNDERSTAND AND RUN THE COMMITTEES THEY ARE APPOINTED TO OVERSEE”. I think this will save all of the cities a lot of money in the long run. Randy’s got his act down pat, but it is just that, and act and at this point it is one we can live without.
Big Differences
How can you compare these two situations?
1) Townes got fired for what he did. The Norfolk School Board isn't even asking questions of their Superintendent.
2) Let's see...what has more impact on a city? Better transportation for about 10% of the population or quality schools?

Not true - Townes was allowed to resign with big $$$
That is simply false. Mike Townes was allowed by Mr. Write and the rest of the 17 all-appointed members of the TDCHR to RETIRE and collect 2 years full pay at over $170K a year - and Townes doesn't have to show up at HRT to earn his paycheck. Meanwhile, Mr. Wright and the THDCR approved hiring Townes replacement at a cost of $480K a year!!!!! Almost half a milliuon dollars to year to provide oversight on the 7.4 mile train wreck of "light Rail" in Norfolk that is more than $100M over budget and more than a year behind schedule!
