Police: Woman charged in child's whipping

PORTSMOUTH

A 27-year-old woman faces a child abuse charge after witnesses called police to say she was beating a child with a belt in a gas station parking lot.

Police were called about 5 p.m. Thursday to a Wilco/Hess gas station in the 3300 block of Victory Blvd. Witnesses said they had seen the woman whip the child, stop and start again.

One witness attempted to intervene and received an injury as a result, according to a news release.

Medics responded, and the victim had red marks on her arms and the back of her legs, according to a probable cause summary in court records.

Farrah J. Casper, of the 900 block of Suburban P kw y., was released on a $2,500 recognizance bond and is scheduled for a May 28 hearing in Juvenile and Domestic Relations District Court.
