Norfolk board holds second vote to hire superintendent

Trying to doctor its fumbled hiring decision a week ago, the School Board voted again Tuesday - this time, with its attorney present - to make Richard Bentley the division's next superintendent.

School Board Chairman Stephen Tonelson said the meeting was held because he was uncomfortable with the process the board followed June 21 in selecting Bentley.

"I didn't want people to question the result based on procedure," he said.

The board voted 5-0 Tuesday to approve Bentley's contract. Members Linda McCluney and Karen Jones Squires were absent.

Tuesday's vote came a day after Tonelson told The Virginian-Pilot that he erred last week in saying Bentley was approved in a 7-0 vote. The board's vote actually was 3-3. Tonelson said he simply misspoke.

The board also issued a news release last week citing a unanimous decision. Bentley is an associate superintendent in El Paso, Texas. He did not return a telephone message Tuesday.

"Instead of saying it was a 7-0 vote, I should have said Dr. Bentley had unanimous support," Tonelson said.

Tonelson, who was reappointed to the board Tuesday by the City Council, acknowledged that Bentley was not the first choice of each board member at the June 21 meeting.

"All of us had different thoughts about who our best person would be, and I think it's important to say that by the end of the meeting, Dr. Bentley was the candidate that all seven of us - six of us who were there, and one other - supported," he said.

Tonelson on Tuesday also backtracked on his statement a day earlier that the board's vote last week was in an open meeting.

He said he would not dispute the account of a Pilot reporter who was present outside the entire closed meeting and did not witness an open vote.

He declined to identify how each member voted in the tie because it took place in a closed meeting, he said. However, he said that he did not initially depict Bentley's selection as unanimous to conceal a divided board.

"I was thinking of the agreement that he was our best candidate rather than the vote itself," he said.

Board m ember Billy Cook did not attend the June 21 meeting but told the board of his preference for Bentley before he left the state for military duty.

Cook, who said in an interview Monday that he also voted June 21 by telephone, said Tuesday that he had been misquoted and that he did not participate in that meeting.

State law allows board members to participate electronically in meetings only because of emergencies or medical conditions.

"My going out of town for military duty does not take me from my responsibilities here," he said Tuesday. "I simply made known to them what my desire was in terms of superintendent."

Board member Jim Driggers said that during Tuesday's meeting, which included a nearly 2-1/2 -hour closed session, there was a lengthy review of the final draft of Bentley's contract.

"Dr. Bentley doesn't want to come until Aug. 1 and he does have loose ends to tie up," Driggers said. "We have the good fortune of being able to take our time and make sure the i's are dotted and the t's are crossed."

City Attorney Bernard Pishko did not return a phone message to his office Tuesday afternoon.

On Monday, he told The Pilot that the board actually did not hire Bentley last week but only indicated its preference for negotiating a contract with that candidate.

He said Bentley would be hired at the point that the board approved a contract for Bentley in open meeting - which is what occurred Tuesday.

On the advice of the state education department, the board also appointed Michael Spencer on Tuesday as interim superintendent for July, pending Bentley's start in the job. Spencer is the division's chief operating officer.

Are we done yet?

VP are we done twisting the truth to reflect how you want to interpret and sensationalize events? Lets move on and report actual news rather than trying to create sensationalized stories. You've beaten this topic to death! Changes HAVE been made with regards to both SOL testing practices, principals, and administrative jobs. Including hiring a new superintendent. Even the VP has reported that information. So lets move on. We need to let those that are now in the positions get to work without the VP constantly scrutinizing everything looking for a mistake, looking for a way to twist something around and try to make something look bad, or worse yet just making something up. Since when is anyone perfect? Most NPS employees I've come in contact with are hard working and honest people who care about the students. We ALL need to come together and show support for the NPS staff as they try to improve our schools and our students education. If you can't move on, then maybe you should try volunteering in a school for a day. Things are not always as easy as they seem.

I wonder if the School Board is concerned about Mr. Bentley getting the wrong impression from all this? Worse yet, what if he gets the correct impression?

Tonelson...say what??

Tonelson stated: "Instead of saying it was a 7-0 vote, I should have said Dr. Bentley had unanimous support.", yet the board initially voted 3-3. A split vote does not sound much like "unanimous".

Is this the level of education one should expect from a school board, the very ones charged with our children's education?

Where were ALL the members....

Third time around, the vote was 5-0. Given the perception( or the reality...you choose) of incompetence swirling around this school board, and the importance in selecting the person who will be leading the public school system and molding its future, why didn't ALL board members show up and participate in this third voting process? 2 members were absent. Wasn't this vote important enough to engage their service to this board? Ms. McCluny was reappointed again but was absent as was Ms. Squires. Very sad and perhaps, very telling.

Just an observation

Not that any of this is any of my business; I was thinking the same thing concerning the two absent members, but I believe I read that one of the members stated they were called to military service...

How appropriate that the Pilot published a photo of School Board Chairman Stephen Tonelson hanging his head down. Perhaps in shame?

I AM Very Shocked

That this group essentially will keep on running the Norfolk Public School system. The city council had a chance to shake things up and did not do what was needed. The school board acted very passively during the very disturbing scandals that have erupted this past year. It was time for a stronger group to take over and really run the system and establish policies to guide the new superintendent. The cronyism downtown was quite apparent and was at the crux of most problems. The chairman especially was behind the power curve on most issues. He may be a fine gentlemen but he did little to garner confidence in his leadership style.

How disgraceful. The principals, Dr. Jones, the school board, and the city council have criminal minds and criminal intent. They are not working for the good of the children; they are working for the good of lining each other's pockets. It seems much like a cult that promotes cheating,lies, affairs, etc. Has anyone even bothered to look up the budget and how the money is being spent? If they are lying and cheating, you have to wonder are they stealing??? Did they hire this new superintendent with the hopes that he, too, knows how to effectively lie and cheat? The school board and the city are robbing the students, teachers, and parents of a decent educational atmosphere. They continue to abuse their positions and are rewarded with retirement plans, new terms, and ideal positions within the school system. Where are those principals who cheated on the SOLs? Who had fetuses distributed in an elementary school and the one who openly said she omitted students from taking the SOLs? Where are they?
