It's a transition that America's highest-ranking military official is calling "Herculean in scope."
By Sept. 1, all but 50,000 U.S. troops must leave Iraq, combat operations are supposed to stop, and the mission here will officially become a civilian-led effort to build the country's government and security forces.
The drawdown involves far-reaching changes: Just two months ago, almost 100,000 American troops were operating in Iraq; today there are roughly 65,000. The United States has closed or turned over nearly 500 bases and outposts. To shift from a military-led mission to one headed by civilians, the State Department plans to boost its personnel, open offices across Iraq, and field its own protection force.
Speaking to reporters here Tuesday, the chairman of the Joint Chiefs of Staff, Adm. Mike Mullen, called the scale of the transition historic and Herculean.
And while he said he thinks Iraq is ready for it, he cautioned that many difficulties lie ahead.
"I've been coming here since 2004 and I've seen things at their worst," he said. "I'm stunned by what's been accomplished."
But he added, "There is much work to be done."
Perhaps most troubling is that nearly five months after Iraq held national elections, the top vote-getters have yet to form a new government, leaving room for fresh sectarian power struggles. Mullen and Deputy Secretary of State Jacob Lew, who also spoke to reporters here Tuesday, said the impasse won't change U.S. withdrawal plans.
"We don't see anything right now that will affect the transition," Mullen said. "But certainly sooner is better in terms of government formation."
Mullen and Lew made the brief visit to urge Iraqi leaders to end their gridlock and to assess developments ahead of the transition. They met with journalists inside a heavily barricaded part of the Green Zone, where the U.S. Embassy is located.
Serious questions remain over whether Iraq's national police and military will be ready to function on their own after the United States brings home the last of its troops in late 2011. While Mullen said he believes Iraq already has achieved the most difficult step in that process - establishing security forces that are non political and loyal to the country's constitution - Iraqi officials have expressed deep concern over the forces' abilities.
Indeed, their continued training is where the United States plans to focus the bulk of its work after the Sept. 1 transition. Hampton Roads-based units will be involved in those efforts.
Violence remains a problem. By all measures, the bloodshed is at its lowest level since the start of the war in 2003. But bomb attacks and assassination attempts are still carried out daily. On Monday, six Iraqis died in Baghdad in an explosion at the headquarters of one of the country's main television news stations, Al Arabiya. Two dozen more were killed when a pair of car bombs detonated near the southern holy city of Karbala.
"We should expect extremists to continue trying to sow fear and hatred during this time of government transition," Mullen said. "But I believe we can also expect the Iraqi people to reject that fear and spurn that hatred."

Troop Withdrawal from Iraq
Well,it's about time we bring our troops home. A lot of our fellow Americans lost their blood and lives in the sands of Iraq, and for what?
NOTHING! We,the people were lied too about WMD's and Saddam's intentions.
We went there to get him out of power and we did that,mission accomplished.
Now they will began withdrawing 15,000 troops by Sept 1st of this year.
We need to bring all of our troops home. They have been fighting in the Holy Land for over 2,000 years and it ain't likely to stop after we leave.
In my opinion,we need to take care of our country and our Veterans who have helped keep America free and strong. This country is already being invaded by illegals,who have the guts to wave their status in our faces by parades and daring us to take action. All illegals need to be returned to where they came from,and come into this country the legal way. I, for one will be glad when our troops are home and out of harm's way. GOD BLESS AMERICA!!

CHURCH v. STATE and the seperation there of... Until they get it, nothing will change. They're just waiting for us to leave so they continue killing each other over religion...
Fighting for freedom is one thing, fighting for people who don't understand freedom is entirely different. I'm not sure they care either way.

Enough of thIs madness. I would be in favor of smartening up the security of our shores and infrastructure, reducing our military significantly, and hiring the worlds best diplomats. If the people outside our shores want to do stuff we disapprove of. So what, let them deal with it....we are far from "sinless" we have the largest prison population in the world, corrupt leaders, unreal problems with drug addiction, selling, manufacturing of drugs, etc Not to forget poverty in certain areas no one would believe...this whole war that ran our country in trillions of dollars in debt was about nothing but ego and power....this kind of madness in the 21st century should have never been allowed to exist. policing the world is a joke

This war was about money and thats it. Why do you think we are always at war? Because the powers that be are invested in the companies that reap huge profits off the blood of others. Anything and everything is always about money.

Okay....gas prices since the war begun have tripled ...money??? Where' our share? They still have the oil, we took none of it. Our few oil companies may have profited during that era,, but nothing to do with the war. we spent trillions on the war and profited none....so where's the money? Enlighten me old wise one.
We will never eliminate all radical groups, find WMD, nor bin laden....or profit from the war....we have been an utter failure...yes both Presidents and company. Where's Bill Clinton when you need him??? Happy thumbs from all the "radicals" lurking the Pilot :)
I don't think he means us
I seriously doubt he meant that "we" (as in a collective group of citizens) profited from the war. Haliburton and XE, formerly known as Blackwater, comes to mind. Honestly would these people even be in business if war didn't exist? I'm guessing he means well connected defense contractors and politicians whose investment ventures highly profitable because of war. They basically sign their own checks from the goverment to their businesses. And don't forget the millions if not billions of dollars that just magically dissapeared and are unaccounted for. So me, you and the above commenter recieved nothing but the tab for this war. Check please.

Due to the Liberals in charge and running out with out the job being completed. You can mark my words. We will have to return at some point in the future and do it all over again with more loss of life than it would have been to finish the job NOW!
