Congress' decision to extend federal unemployment compensation through November means that scores of jobless Virginians whose benefits began lapsing in June will continue to receive payments, including retroactive ones.
But some may have to wait several days, or even weeks, to get the money, according to the Virginia Employment Commission. That delay isn't unique to Virginia; a U.S. Department of Labor spokesman said several states have indicated it could take two or three weeks to begin making payments.
Others - Pennsylvania and New York, for example - have already begun doing so.
Some Virginia unemployment payments likely will resume by week's end or the middle of next week, commission spokeswoman Joyce Fogg said. In North Carolina, payments started going out this week.
Under the extension, a maximum 99 weeks of unemployment benefits, divided into several categories and paid with a combination of state and federal funds, remain available to idled workers in many states.
That isn't the case in Virginia, however.
Conditions attached to some of the available federal benefits are tied to elevated state unemployment rates. That leaves Virginia ineligible to access funding streams to cover another 13 weeks of payments because it has not exceeded certain unemployment thresholds.
The commonwealth's seasonally adjusted unemployment rate of 7 percent in June was more than two percentage points below the national average of 9.5 percent.
As a result, eligible unemployed workers in Virginia can receive a maximum of 86 weeks of benefits. That includes 26 weeks of state payments and a 13-week extension, plus 47 weeks of coverage from the federal government.
The federal extension does not provide additional funding for those who have exhausted all their benefit weeks. Nor does it continue the $25 per week of additional compensation previously offered.
To receive benefits in Virginia, eligible applicants are required to actively seek work and report those efforts weekly to the state employment agency.
Without the extension, jobless Virginians who had exhausted their initial 26 weeks of state payments wouldn't have been able to receive federal benefits.
An estimated 39,800 jobless Virginians - and more than 2.5 million people nationwide - were affected by payment lapses.
Partisan divides this summer slowed passage of the reauthorization package, which was finally approved last week. Democrats argued that financial aid remains important for people still without work in a soft job market. Republicans lawmakers, in turn, pushed for spending cuts to offset the estimated $34 billion price tag of the package.

Keeps climbing
And the deficit keeps climbing...What are they going to do when they can no longer borrow more and still haven't done anything to improve the economy?
And the people keep on suffering
This is like seeing someone dying and the doctor says, no, the deficit is too high for me to treat you.
Obviously, you've not worked hard all your life to lose your job, and have to depend on services that your tax dollars all those years have provided. If folks who've worked, and lose their jobs through no fault of their own can not benefit from years of taxes paid, then who can?
We should keep on serving and helping people to the money run out, that's what we should do. And when it runs out come up with collective solutions to human needs! That's what we should do!
Bad assumption
You're making a bad assumption that piling on more debt is treatment for something. It's not helping the economy and it's putting our kids farther and farther into debt. Eventually we won't be able to sell any debt and then what? Just let the debt supported economy crash and triple the unemployment? Is that good for human needs?
some government is always needed
Why doesn't the Virginia Employment Office send out the applications to the businesses? I am sure that the HR departments of companies would really enjoy having a screening done of the applicants. Everyone wins - the businesses by getting already screened applicants, the unemployed by getting jobs, and tax payers by having a process that ensures the person unemployed is looking for a job.
Another benefit would be that those federal type jobs that are posted for only a specific person would be a thing of the past.

Sure...and then report back if the person was offered a job. If they turned it down, then they are no longer eligible for unemployment.

With such a long lapse of these benefits, mostly as a result of Republicans...while they push to get/keep huge tax benefits for the higher income earners, there are many people who have depended upon these checks to assist with even the most basic of needs. The fat cat wall streeters, bankers, etc., that have gouged this country care less for the people who have worked hard and have seen their earnings erode to the "robber barons" of today, the developers who skip out on what they owe, the politicians who stick their fingers in the cookie jar...and we all know who these locals are. Thank you pilot for advising folks as to when they can expect checks, because nobody else has.

...it is his economy and his fault. He PROMISED unemployment would not exceed 8%. He PROMISED his stimulas plan would turn the economy around. He campaigned on ending our involvment in the middle east. Obviously Uhbama's policies are bad. Did you hear that July 2010 was the deadliest month since our involvment began? Did you know the June 2010 was the previous high for deaths? Of course you didn't! You were too tied up in the liberal neo-Marxist democrat talking points that misdirected your attention away from Uhbama's many failures. The tax breaks weren't just for individuals but also for businesses. Uhbama wants the tax breaks to expire and guess what? It will hurt America and businesses. It will impede any kind of economic recovery and more people will become unemployed.

see what i mean it is 7.1 percent click on link above but on this page it is 7.0 and will be something different I'm sure somewhere tomorrow. they manipulate the numbers any way they can to cheat the poor and hungry. the true rate in Virginia is above 10 percent lord only knows how much more. and they know it. and these jobs they say they create no way buddy. I smell a rat.
