Virginia remains "the most pro-business state" in the country, according to a ranking released Thursday by Pollina Corporate Real Estate Inc. of Chicago.
Pollina also ranked Virginia tops in the nation in 2007 and last year. The real estate consulting firm said it considered 31 factors, such as taxes, human resources, energy costs and economic development efforts.
"Pollina clearly recognized the pro-business atmosphere and first-class educational system we have built here in Virginia," Gov. Bob McDonnell said in a statement. "And that work is ongoing."
Last month, CNBC ranked Virginia second in the nation for business, behind Texas. Virginia topped CNBC's list in 2007 and 2009.

#1 for business means last for workers
What does business want; masses of people they can push around for low wages and no benefits. Unless your one of the few who owns a business, don't celebrate too much.

Please explain this to me like I'm 4 years old and not over 40. Within the past three years Virginia(Hampton Roads) has said goodbye to the Ford plant in Norfolk, International Paper in Franklin, and now Western Refinery in Yorktown, and has added WHAT. Fortune 1000 companies? Telemarketing jobs? Get real. College and high school students take notice what your region has to offer.
