Fraim urges McDonnell to make Midtown expansion a priority

NORFOLK

Mayor Paul Fraim is growing frustrated with the state's slow pace and lack of communication as it negotiates with private developers to build a $1.9 billion expansion of the Midtown Tunnel, the city's top road priority.

Fraim said in a letter to Gov. Bob McDonnell last week that further delays "cannot be tolerated." He urged McDonnell to set deadlines for finalizing an agreement and starting construction of a toll crossing.

Construction originally was set to start later this year. If an agreement is reached, construction could begin by early 2012.

"It's clear that the longer this takes, the more expensive the project becomes," Fraim said Thursday. "Maybe VDOT assumes because the bulk of the project would be funded by tolls, they don't have to worry about the cost."

Elizabeth River Crossings, a consortium of private companies, wants to add a second tube to the Midtown Tunnel, refurbish the Downtown Tunnel and extend the Martin Luther King Freeway. Transportation officials said the project would fix two of the region's worst traffic bottlenecks.

"I can tell you we are on track now to move this project along," Virginia Department of Transportation Commissioner Greg Whirley said. "These are very complicated deals to get together. Cost does go up as time moves on... but we're not at a point yet where we're talking about the numbers changing."

Fraim also urged the governor to bring the toll down from a proposed $2.17 to $1.50 "so it does not overburden users." Whirley said his goal is $1.50 as well.

As of now, the estimated base toll for both the Midtown and Downtown tunnels is $2.17 for cars and $6.52 for trucks. At peak traffic hours, the tolls could be as high as $2.89 for cars and $8.67 for trucks.

Collections would be electronic, so as not to slow traffic. Tolling would begin when construction begins.

In his letter, Fraim urged the state to make a significant financial contribution to the project to help lower the tolls like it has with some other toll projects in Virginia.

"It's a question of priorities and fairness," Fraim said.

Whirley said several options have been identified to bring the toll rate down, including providing a state operating and maintenance subsidy.

"It's too early in the game to say where a subsidy would be, but it's on the table," he said.

Fraim said he's frustrated by the lack of information the city has received on the project. He said he has yet to see the plans for the new tunnel configuration at Brambleton Avenue and Hampton Boulevard.

You see what Fraim is asking

You see what Fraim is asking for is progress, and Republicans are opposed to anything related to progress. Besides McDonnell doesn't care about Norfolk, so Fraim is going to have to just suck it up and wait for a more progressive administration to come to Richmond.

Tolls should mirror those of the new Jordan Bridge

Since the GOP is big on private enterprise, the folks building the Jordan Bridge have already determined what tolls the market will bear, thus the tolls on the tunnels should mirror those of the new Jordan Bridge, so it costs the same no matter which way to take to cross the Elizabeth River. McDonnell should not allow the state to further subsidize the project just to bring down the tolls. That is, if he's true to his Republican principals.

Free Market

That's why they call it a free market. They are free to charge what they want and you are free to use their services or not.

I agree

I rarely agree with the Fraim machine, but the Midtown tunnel expansion is key to get more people to use the MMBT instead of the HRBT. I would love to use the MMBT, but the problem is I can't get there. HRBT and its traffic is currently a better option than the Midtown, Downtown, or High Rise + MMBT.

I presume this was just a copy of the ltr the Mayor sent to the previous Democratic governor and ccd Creigh Deeds on. Political theater-nothing else. Besides with light rail we won't need any car tunnels--it is expanding to Portsmouth isnt it? I heard he worked out a deal with Holley before he left. (for those with no sense of humor this is sarcasm)

Light Rail.

But wait Light Rail is going to solve all the problems!

Oh no

LRT is not a transportation alternative, but a development incentive.

There is no land readily available for developemnt along that route under the river between norfolk and portsmouth.

So no. LRT will not be considered to assist with traffic congestion between norfolk and portsmouth.

we waste out money anyway

We got stimulus money to repave everything that really did not need repair 264 Portsmouth bowers hills, hov lanes, but nothing for the 264- 64 nightmare of pot holes on the south side. Who put that list on the stack? They must have been group who numbered the state list but backwards I cannot wait until this winter and the patches on 264 and 64 turn in to cesspools of flat tires. So where is the money to fix 64-264? Look at the quality of this pavement it looks like crap I will bet it will not last. It’s not the super pavement mix I see and was not even close to the quality I saw on 95 DC south to Richmond.

The thickness they layed down also was only about 3/4 to 1" It will be bucklling again just like it was 3 months ago right where 3 lanes turn into 2 heading from richmond to HRBT. What a waste. If you are going to repave grind out the old stuff and repave with what you normally see 2-3" or more the kind where you change lanes and your car wants to get all sideways! you changed lanes on this stuff and didnt even notice they had paved one lane and not the other!
