The commanding officer of the Little Creek-based amphibious dock landing ship Gunston Hall was relieved of command Thursday after an investigation into allegations of sexual harassment, simple assault and conduct unbecoming an officer.
Cmdr. Fred Wilhelm was ousted from his post by Rear Adm. Dave Thomas, commander of Naval Surface Force Atlantic, due to loss of confidence in his ability to command, the Navy said. Wilhelm was reassigned to administrative duties during an admiral's mast, a nonjudicial disciplinary proceeding.
The ship's former executive officer, Cmdr. Kevin Rafferty, and former command master chief, Wayne Owings, who were on board when the incidents occurred, also received nonjudicial punishment for failing to take action after repeated observations of inappropriate conduct. Owings was also charged with sexual harassment and simple assault. He and Rafferty, like Wilhelm, have been assigned to administrative duties.
In addition, Wilhelm will forfeit a month's pay and Owings, a half-month's pay. All three received punitive letters of reprimand.
The incidents occurred during the Gunston Hall's recent six-month deployment off western Africa and the Mediterranean, which included four weeks assisting relief efforts after the Haiti earthquake. The ship returned to Norfolk on July 3.
The incidents occurred both on and off duty, on the ship and ashore, said Paul Taylor, a Navy spokesman. One of the charges involved drunk and disorderly conduct, he said. The charges were based on the allegations of two crew members, Taylor said. Citing privacy concerns, he declined to name them or to describe them by rank or gender.
The charges were handled administratively because they were not deemed severe enough for a court-martial, a judicial proceeding, Taylor said.
The charge of simple assault involved such acts as "poking and tickling" subordinates, he said.
The Navy takes such allegations seriously, Taylor said: "We do not tolerate this sort of conduct in the military."
He said the case is unrelated to that of Lt. Jerome Randolph, another Gunston Hall officer, who was sentenced to two years in jail and dismissed from the Navy in September after he acknowledged having sex in his stateroom with a 19-year-old woman in his chain of command. The woman testified that Randolph forced her to have sex. He contended that it was consensual.
Capt. Mark Scovill, recently the deputy commander of Amphibious Squadron 8, will command the Gunston Hall until the next commanding officer reports to the ship in December, the Navy said.
Rafferty and Owings rotated off the ship before the investigation was completed.

They are all to blame
CMC Owings was the sorriest Chief I ever served with. The comments that came out of his mouth about female Sailors were disgusting. He is a disgrace to the Navy, the Chief's Mess, and his family because ultimately he could have stepped in and stopped this problem before it was a problem. Instead he chose to put fuel on the fire. I am not suprised to see what has come of this and believe me all three of them were involved and fed off of each others tolerance and unproffesionalism. It is a real shame when mothers and fathers send their daughters out in the world to serve their country with honor and they fall victim to what is essentially an older sexual predator. This would never be tolerated in our schools and universities but somehow onboard a US Navy ship it has become the norm.
How about this...
Haven't we ALL had our share of mistakes? Understandable that it is a horrible thing to happen, but before people go nailing these guys to the cross, they should take a look at their own shortcomings.
So sick hearing over and over about this type of behavior
The other services do a good job of covering up these sex-related incidents. Navy just use "loss of confidence" as the overarching excuse to dismiss it's COs at whim. Usually, when the facts come out it involves women. Just as in the real world, as women compete in the work force and work to get ahead, eventually the sexual harassment card gets played- too many times- don't forget Tailhook in Vegas (the "victim", Paula, was also sleeping with her department head at the time of the incident). Bottom line, if you are a CO, XO, CMC or OIC, do not (ever) talk to a person of opposite sex behind closed doors without another responsible person present. Do not (ever) touch a female anywhere, anytime. For you aviators- don't even help them put on their survival gear. If they can't do it themselves, they shouldn't be flying. Navy spends thousands of hours teaching our sailors this stuff at taxpayer expense- so what's the problem. Apparently the knife, fork and spoon schools don't teach social skills the most learn in normal colleges.

Too Much of This Going On
There is way too much of this going on in the Navy lately. What is ironic is that these people that are "reassigned to administrative duties" end up in positions providing briefs to the Admiral that reassigned them. Somewhat ironic if you ask me, loss of confidence to command at sea yet responsible enough to put together and present reports.

The chain of command is sound
The system works if used correctly. XO could have and should have stepped in without fear of a bad fitrep. CMC should have addressed the short comings first thru the CO and if the CO did not come around the CMC should have gone to the squadron or fleet CMC. Their job is to support the enlisted in any way. Anything less than 100% support for the crew is a failure on their part. CMC's quit worrying about stepped on toes and do the job you were trained and capable of doing.
Ship's leadership ? gone
RoyR759 hit the nail on its proverbial head, as did 'Santa' and others. Wrt the XO being leery about reporting the CO, demote his sorry butt along with the CMC .. NO EXCUSE for this crap, in my Navy 'back when' or today, 'political correctness' b/s notwithstanding!
Did I miss something
Is there more to tha article that others are reading as of 9:20 pm Thursday than I'm reading? All I read is allegations against those men. No details or facts. You good folks are crucifying them. I've never served in the Navy, perhaps you guys can read into this better than I. I read about those those type of allegations regarding congressmen quite often, not to mention the HP CEO and I don't remember you all being that tough on them.
