Eager to act where he said the city stalled, Sheriff Bill Watson paid $17,000 for a bulldozer off Craigslist, fired it up and began clearing a ditch in the Highland-Biltmore neighborhood.
Residents were thrilled. The city wasn't.
The sheriff did the work without taking the necessary erosion control measures, and a city inspector cited the landowner for a violation.
The episode stoked a simmering feud between the sheriff and city officials. Both sides exchanged unkind words.
Councilwoman Elizabeth Psimas, who is running for mayor, called Watson a lawbreaker.
"Sheriff Watson took an oath to uphold the law, not take the law into his hands," Psimas said via e-mail. "Isn't he supposed to protect and serve - who's protecting us from him?"
Watson unleashed a barrage of criticism at the city.
"Does the city want to get out there and clean it up? Then tell them to get off their butts and clean it up. That's my answer," he said. "They got the gall to write somebody up when we're trying to clean up something?"
The official blame for the work went to the landowner, developer L.M. Sandler & Sons. The company received a notice dated Aug. 17 for failing to install proper erosion and sediment control measures, a common violation at construction sites.
The developers were already facing seven repeat violations for problems before the sheriff's work.
The Sandler company had no comment. Watson said he received permission to clear the ditch from the company.
The ditch runs between Highland-Biltmore and the Sandlers' unfinished New Port neighborhood. Neighbors have long complained that the clogged waterway exacerbates flooding.
The city was trying to get Sandler to clean the ditch because it was on the developer's private property, city spokeswoman Dana Woodson said. City officials had to cite Sandler - which they did on June 15 - and give the company a chance to do it before the city could hire a contractor and bill the developer, she said.
Highland-Biltmore Civic League President Lara Mortimer, frustrated by inaction, e-mailed Watson on June 21.
"We have received no response from the developers of Newport and lots of promises from City officials, but no real work has ever been done to remove the brush and clear the ditch to allow it to drain properly," Mortimer wrote. "Can your men get to this project when they have the time, please?"
Watson found a bulldozer on Craigslist and bought it with proceeds from his jail inmates' canteen fund. He called the $17,000 price a steal.
Watson picked up the equipment on July 30 and the next week was pushing dirt around at the site with a jail work crew. He showed an inmate who had never operated a bulldozer how to use it. Watson said he bought the equipment to teach inmates job skills they can use after jail.
Psimas called it unbelievable that the sheriff found money for a bulldozer when he has complained about funding for his other duties.
Councilman Bill Moody Jr., who is supporting auxiliary sheriff's deputy Lee Cherry for mayor, sided with the sheriff. He said Watson should be commended for tackling something the city should have done "a long time ago."
Watson has returned to work periodically on the site and said he has mostly cleared brush and other debris from the ditch. He said he has also spread dirt from piles left by contractors and that he intends to regrade the site and plant seeds.
Victory Elementary School is next to the work site. Watson said he has also cleared brush from the area so pedophiles couldn't hide.
Watson said he received clearance from two Sandler officials to do his bulldozing work and spoke with a city inspector about it beforehand. The Sandler official whom Watson named refused to comment when he was reached Thursday. The other said she could not speak to the media.
Mortimer said everyone who lives on her street along the ditch was happy to see the sheriff's bulldozer in action. Now, she said, they're waiting to see whether the work will make a difference when the next big rain hits.

You know it is so funny sitting here reading these post I have a question for you.What neighborhood do all of you live in????????????? I live in cradock and guess what i Like what the sheriff and his inmates has done for us.... His crew just last week took their OWN money to put up goal post for the middle school Why you ask the city brought out fence post to use as goalpost for these children they bought with their own money the supplies to build and put up the poles for the children to have their football game the next day why did the sheriff have his crew because the city could not make the time to do this for the kids. Last year when the kids started softball We went out there at noon and the grass was above our knees game was to start at 3 pm City was called they told us that it was not time to cut the grass A call was made to the sheriff and the grass was cut within the hour.You people may want to basah the sheriff but let me tell you If it comes to KIDS and sports and good for the neighborhood IF BILLY WATSON can do it he will have a crew there Don't bash him for helping our city cause the city that we pay to do it does not do what they are supposed to do. thank-you billy
I can't say I disagree with
I can't say I disagree with all these comments but I do wonder what has caused Mr Gump to be so anti-Watson. Or is he just anti-everything that doesn't satisfy him completely. I believe that Watson is doing good for Portsmouth. Not in all cases. No one is perfect. As to Mr Gumps support of Pisimas, I wouldn't vote for that toad if she gave me all the city budget to play with [like she does].

I'm not "anti-watson"........I just disagree with ALOT of his practices and decisions.....and apparently so do ALOT of the citizens of Portsmouth,police officers,PSO deputies,US Marshal's,city code inspector,other local sheriffs and even outsiders.......you know what in fact really the only people who stand up for him are people who owe him for favors he's done for em or close friends and family (even former Eastern Medical Transport Employees have dumped him)......really anyone who's neutral including most of your local Judiciary/LE/Businessfolks find him abrasive and unprofessional....doubt that? Just ask around......
And for the umpteenth and final time I'm gonna say I have no ill personal will for the man and actually find him rather personable when not politicking.....as for my support of Liz Psimas.......I think her record stands for itself....unfortunately certain incidents have caused me to endorse a different candidate (not that my endorsement matters one hill of beans). SO....... unless you don't read good....I encourage you to read below....looks to me like I endorsed Lee......now take your rhetoric elsewhere please.....I have MY OWN house to keep in order and grow ti

His inmate work crew cuts a lady grass on Sycamore Rd, and she has a son that does not work and is just as capable of doing this. There is some inside friendship going on with this. Believe this.

Billy Watson grew up in Highland Biltmore and knows that it is a community that is often overlooked by the city. When we were kids and it rained the people in H.B. and Academy Park would have small rivers in their yards. Promises to fix drainage problems never kept! This could be a teaching moment... Billy meant well and was trying to help. If in the process something was messed up can you go back and make it right? You, Billy, are a leader in this city and a role model to children so, do the right thing, make it right.

may have grown up in HB but that big house in Carrollton is where he REALLY calls home. Question: If Bill had not had media coverage for his candidate for mayor in mind, would he have cleaned a ditch and done it complete with media cameras in tow? Doesn't that area have flooding ALL the time and hasn't it always been that way? I have been in this horrible swamp for 22 years and that area has flooded for 22 years. Isn't it interesting that Bill just this year decided to do something about an area that he only keeps a residence in because he is required to to keep his job? He could care less about "his" neighborhood. He's working the media to get his boy into office thus insuring that his office will get all the money, cars, etc that they want. Wake up, people. This man plays the media like a fiddle and people fall for it every time.

Sorry you want me to leave Portsmouth though....Ive been here 31 years and Imagine I'll be here another 31 years.....It always amazes me how some people cant separate politics with personal issues........I never said I hated Bill Watson OR Lee Cherry.....Just disagreed with SOME of their choices or ideas.
If it makes you feel any better I still disagree with most of Bills PR decisions.......even this ditch one....and nothing in his oath ANYWHERE says he had to clean ditches or HELP ME THAT NIGHT.....that was a choice they made.....but that doesn't mean that when I see someone unfairly attacking Lee Cherry that I have to reserve my opinion and not speak FOR him....like I said.....I have no idea who you are but the people who matter or are really involved know where I stand.

The ditch is really not the issue ? what the issue is, the laws of the gov't and local gov't were broken and just ignored. When law enforcement does this , it damages the rights of others and these rights and laws law enforcement are sworn to up hold and protect. What is next ? The entry into ones homes, business, property etc... when the individual " just " wants too.
I don't think so. To those blogging in praise that is your right, but would you praise him if a warrant was served illegally, or false entry into your home, was made, because one disregards the laws of our city, state , and country ?
Think outside the box, see the whole picture, or what it could lead to down the "road".
Just a thought to ponder bloggers, the freedoms we have are a powerful thing, let no man or gov't take those freedoms away no matter what the cost. Laws govern our land and if we disagree with them , have our law makers change them and when the laws change, Then a " true" difference has been made.
