The city's Republican chairman agreed to resign late Monday night, just hours after a racist joke sent from his e-mail address surfaced.
David Bartholomew is not a racist and agreed to resign because the e-mail had become a distraction to the Nov. 2 election, said Gary Byler, the 2nd Congressional District GOP chairman, after meeting with Bartholomew.
The e-mail was dated March 15 and sent from the address that Bartholomew uses as party chairman. Bartholomew forwarded it without reading the contents when "he was first getting familiar with the Internet," Byler said.
The Virginian-Pilot obtained it from Democratic sources on Monday, and it was posted on the progressive blog Blue Virginia on Monday afternoon.
The e-mail sparked a flurry of responses.
U.S. Rep. Glenn Nye, the 2nd District Democrat, said in a statement Monday evening that "this type of racist behavior has no place in politics," and called on his Republican opponent to condemn the e-mail.
An hour later Scott Rigell did exactly that. Rigell, the owner of Freedom Automotive, called the e-mail "reprehensible," and said Bartholomew should step down from his leadership role.
The state's Legislative Black Caucus said in the statement that the "e-mail promotes ignorance and hostility towards racial and ethnic minorities and those who have been left unemployed by the recession."
Eight black Republican leaders sent an open letter requesting Bartholomew's resignation within 48 hours.
Bartholomew did not return calls for comment Monday.
The e-mail, which was sent to a handful of people, describes a man trying to get welfare benefits for his dog.
"My Dog is black, unemployed, lazy, can't speak English and has no frigging clue who his Daddy is," the e-mail states.
Byler said Bartholomew was "horrified" by the e-mail.
"Events of the past few hours have been devastating to David Bartholomew. Anyone who knows chairman Bartholomew knows he's unbiased," Byler said.
Bartholomew took over leadership of the Virginia Beach Republican Party after Kenny Golden stepped down to run for the 2nd District congressional seat. He has helped run some local campaigns and some politicians credited him with outreach to the city's black and Filipino communit ies.
Ken Longo will serve as the interim chairman until the party holds new elections, Byler said.
Golden, who is running as an independent, did not call for Bartholomew's resignation and criticized Rigell as being too quick "to throw him under the bus."
"David would never do something like that on purpose," Golden said. "It was a racist e-mail.... It shouldn't have gone from anybody's e-mail to anybody's e-mail."
Some Republicans also questioned the timing of the release of the e-mail, coming out just two weeks before the Nov. 2 election.
"It doesn't help when you're trying to build our party into a bigger, more inclusive party," said state Del. Ron Villanueva, a Virginia Beach Republican and a Filipino-American. "His actions hopefully won't affect our races in November."
Georgia Allen, the head of the city's NAACP, said the e-mail reflects the climate this election cycle when several politicians have made inflammatory statements.
"This is disappointing that you've got to continue to deal with foolishness like this," Allen said.

IMHObservation, David
IMHObservation,
David Bartholomew's heart is cleaner than most - It is true that he is just a man.
It is also true that I may have seen him on only his better days.
Well, this matter is both sad and finished.
David ran the city committee business meetings with grace and style.
He handled all the dull but necessary business quickly and with a light humor. He made outsiders, Tea Party people like me, feel welcome.
His replacement has a big act to follow.
noone is capable
of that call. How could you say that you are aware of what is on his mind? You said, "heart" but it's the same thing. Humans were created with the limitation of knowing a single mind, their own.
Believe means not to know. Faith: believing without a rational reason to do so. The very foundation of what we build upon isn't stability, it's trust. Everything upwards of that is bound to collapse at any given time. And everyone is pessimistic, even in regards to what you favor. What you don't favor just receives more of your pessimistic ideologies.
Take for instance, christian judaism; if they didn't kill jesus, would you still be a jew? Or a gentile converted to a jewish belief system. Especially, when it clearly states that there are two kinds of people, jews and gentiles? Racism is just another cultural adaptation.

Answer: all of them. The only difference is I'll say it about whites too. Because @ times, they're all true about whites too. Sometimes the shoe does fit, both white & black. Remember, I was talking about where do stereotypes start, not where they end. Stop trying to twist my words to suit your position, not working.
Fantastically timed and well planned
attempt at defaming Republicans in general and The Republican Party of Virginia Beach in specific. With 2 weeks to go in a ever increasingly important election, who knew what and when is almost irrelevant at this point. BRAVO to whoever the orchestrator is; this will definitely motivate 2nd District voters to speak their mind with their ballots.
I applaud Scott Rigell for stepping out in front of this issue. I am just discouraged that the other candidates in this race will lead the general public to believe he is only doing this to score political points. This is far from the case. Those who know Mr, Rigell know he is a man of integrity, honor and lives his life without racism or bigotry in his soul.
Racist Jokes
So, if you make a racist joke, does it make you a racist? If this is the case, than all black comedians are racists because they all make jokes about whit people.
in thought
everyone can be a racist. This is the violation, if there were a discussion of what makes a person a racist. You don't have to manifest it into a physical form.
I'm a racist, in the sense that I would hire a Mexican because I think that he would accept a lower salary. Or when walking in a dark alley, I would rather want it to be some white foot steps approaching than somebody that was black. And if I were in the woods, I would rather for it to be a deer than a white holding a shotgun. Since it can't always be the way that I prefer, I make great efforts not to react too quickly.
If you make a racist joke...
then there is a very good chance that you are indeed a racist.
Many comedians are racist. Many comedians are not actually racist, but do engage in the use of shock humor, which includes making racist jokes.
However, most people (and especially people in political leadership positions such as the chairperson of the Virginia Beach Republican Party) should never make racist jokes if they do not want to be perceived as a racist.
Yes, which makes me think
Yes, which makes me think that David's part in this regrettable appearance of racism was completely without intent. He just seems to smart and knowledgeable to fall on something like that email.
they all need to stop
It doesn't matter if jokes about black, whites, gays, etc they all need to stop. They are hurtfull, maybe not to you, but they are hurtful.
