When it became known in August that Commissioner of Revenue Sharon McDonald hired her two daughters to work at taxpayer expense, the practice was condemned across the political spectrum.
Mayor Paul Fraim, other constitutional officers and City Council members criticized McDonald. “It looks bad,” Councilman Paul R. Riddick said at the time.
That criticism did not stop McDonald from hiring her oldest daughter over the holidays.
Payroll records obtained from the city on Friday under the Freedom of Information Act show Marlee McDonald began working for her mom on Dec. 23 and continued through this week.
Previously, McDonald’s daughters had been paid about $6,000 over five years for part-time summer work.
Marlee McDonald will be paid $831.49 next week, minus deductions for taxes, for 67.50 hours of work, or about $12.32 per hour, according to Nancy Olivo, the city’s director of human resources. The job was not advertised or otherwise made available to the public, Olivo said.
McDonald said, as she did in August, that she has done nothing wrong. Charles Hartig, a spokesperson for McDonald, issued a statement from her indicating her daughter is working and will continue to do so until she returns to Boston University in mid-January.
“This is the busiest time of the year for my office and hiring Marlee, because of her experience, eliminates the costly process of trying to train a part-time employee,” McDonald is quoted as saying.
“Marlee is also bilingual and specializes in assisting our Hispanic customers. This is especially useful at this time of year because Marlee can fill the void left by full time employees who are on vacation and still allow the office to meet the needs of all of our customers.”

If Sharon McDonald were a city employee, nepotism policies would prohibit hiring her daughters. However, she is an elected constitutional officer and thus her hiring policies are not subject to city oversight.
Olivo issued a statement saying the city does not “condone immediate family working under the direct or indirect supervision of one another. This is very different than a relative of a city official working for the City in another department.”
A city audit released in October criticized Sharon McDonald for spending thousands of dollars with a city credit card in violation of city policy while lobbying in Richmond. Any travel she does with city funds must now be approved by the city manager’s office.
Although McDonald is a state employee, her salary and the salary of her staff are supplemented by city funds.
Some who criticized McDonald in August for hiring her daughters – including Riddick, Sheriff Robert McCabe and Treasurer Thomas W. Moss Jr. – declined or could not be reached for comment.
Circuit Court Clerk George Schaefer – who, like McDonald, is a Democrat – repeated virtually the same criticism he made in August, saying “my comments haven’t changed, and apparently neither have her actions.”
“It’s not something I would do,” he added. “She has her own reasons for doing it, but it’s a perception thing. It gives the wrong kind of perception to the public.” Fraim said simply: “This is another example of poor judgment.”
Councilman Andy Protogyrou said McDonald will be judged by voters. She is currently in her fourth term .
“Constitutional officers live and die by the ballot,” he said. “If there are issues the electorate finds they can’t support, the electorate will vote them out.”

Leave My Children Out of This
I have resisted commenting in the past but i am sick and tired of the incorrect and irresponsible statements that keep getting made. Once and for all-my children have never worked directly for me in the City Manager's Office! My son is over 30,married and lives in his own place independent of me. He applied on his own for and came through a competitive process to work in an entry level position at the City jail. My daughter also an adult, married to a career military (NAVY) gentleman and again independent of me used to work for STOP. My third child-a daughter, also adult and independent of me is an executive for a private company and has never worked for the City. So leave my children out of whatever you want to think or say about me.

I the city can not control
I the city can not control the hiring practices for the office then why are they using the city's HRO office at all? Does the city have control over their portion of the funds being provided for the salaries of that office? If the funds are not made available by the city then would that not require a reduction in employment? If funding can be cut in other city offices then the city can not afford to add more to this office let the state pick up the tab. With budget cuts being made how are funds being diverted to this office to cover additional salaries if there were no funds available then how would these individuals get paid?

There are so many youth in
There are so many youth in Norfolk that wish they could get a job. The summer youth employment program needs revising also. She is hiring her daughters and you have to be near starvation and know somebody to get your kids in the summer earn and learn program. What is happening in my city this is outrageous. She makes a six figure income her husband has a business and with all the local colleges in the area she had to bring her daughter back to Norfolk to work not for the family but for the city. She could have gotten an intern for free and trained not only for holidays but year round. I blame HR for this because if a job is not announced and does not come from within the same office no one should be name dropping.
Once again the government you deserve
What Ms. McDonald has said, several times now, loudly and clearly to the voters of Norfolk who gave her the job: “I don’t care what you think, I’m going to do whatever I want and there’s nothing you can do about it.” And as long as she had that “D” in front of her name on the ballot she will continue to be re-elected. Just ask the two Paul’s (Riddick and Fraim) about that.

just another example of the rptten goverment in Norfolk! Let her stay employed, but not report for work, for say, 12 years than fire her. Why not? nothing happened to the last absentee employee!
Here's a solution...
I believe her husband has a business in Norfolk. Why doesn't he hire his bilingual daughter to assist in his business? He can pay her any amount he chooses whether she shows up for work or not. Doesn't matter... her salary would be paid by his business's revenues and not our tax dollars.
I am once again stunned at how incredibly stupid this Commissioner is. Hopefully, the voters will remember this stupidity when she runs for re-election in 2013.
McDonald a real gem of a parent
Does McDonald even realize she is casting a bad light on her daughter's reputation? People will now look upon the daughter with suspicion. Future employers will be able to access her daughter's name online and read about the controversy her mother brought her into the middle of. Not to mention future employers will wonder if the girl would be a capable employee since in the past she had to rely on her mother for employment.
