Sharon McDonald, Norfolk's commissioner of revenue, has apparently decided that she doesn't want another term in office.
It's hard to think of another explanation for her decision to hire her daughter again to work in her department, this time over the Christmas break.
The money is neither enormous nor particularly important. What is bewildering - and telling - is why McDonald, after a year in which her judgment was almost continually and rightfully criticized, has apparently learned nothing about how a public official should conduct herself.
Going back through 2010 - with its lingering feuds with City Hall and the city treasurer, her irresponsible use of a city credit card, her lobbying at cross purposes with Norfolk's interest, her use of a city-paid employee to do so, her attempts to conceal information - taxpayers might've reasonably thought McDonald would use the holidays to reflect on a difficult year.
"I've already admitted to mistakes in judgment," a chastened McDonald said back in September. "Obviously, I must do better. And I will."
So much for September resolutions.
Through her spokesman, McDonald defended hiring her daughter last month for a job that wasn't advertised and for which no other candidates were considered.
"This is the busiest time of the year for my office and hiring Marlee, because of her experience, eliminates the costly process of trying to train a part-time employee," said McDonald, in a story by The Pilot's Harry Minium.
That's a perfectly reasonable explanation, and it doesn't matter one bit.
No matter how good an employee her daughter may be, it does not provide a reason to violate what are common-sense prohibitions against nepotism. It is a universal rule, outside of family businesses, that close relatives shouldn't hire or supervise each other. The office of the commissioner of revenue is not a family business. It is an arm of the government, which is to say the taxpayer, which is to say us.
Even if McDonald can legally skirt such prohibitions because her position is a constitutional office, an entity unto itself, taxpayers have made it abundantly clear that they don't approve. So has almost every elected official at every level. And yet, for whatever reason, McDonald has done it again.
McDonald, elected in 2009 to a fourth four-year term, is either defiant or oblivious to the wishes of her constituents to a degree unprecedented in recent memory. Or she just doesn't care enough to do the right thing. Or she thought nobody would notice.
Regardless, the only conclusion that reasonably follows is that McDonald doesn't want any more time in office. Voters should oblige her at the first opportunity.

While the Virginian Pilot
While the Virginian Pilot fairly and accurately recounted Ms. McDonald's poor judgment and hubris behavior, it did not address Ms. McDonald's arbitrary and inconsistent tax assessment practices of Norfolk's small businesses, her blatant disregard of tax policy rulings by the Virginia Department of Taxation regarding her assessment practices, her discriminatory practice of giving "favored businesses" and political supporters payment plans, while threatening others with legal actions, and her inability to work effectively with Norfolk's Treasurer.
In this regard, she is out of step with our surrounding cities' Commissioners, who do the exact opposite. These Commissioners of the Revenue work effectively with their Treasurers; they work with their small businesses in attracting them and keeping them by explaining the licensing process and criteria of business classifications and tax rates; they assess businesses fairly and they interpret and apply State rulings consistently.
Ms. McDonald marches to her own music to the detriment the City she represents and the taxpayers she was elected to serve. Unfortunately for Norfolk, it is very sour notes.

When you consider some of the goings on in Norfolk, for McDonald to hire her qualified and experienced daughter for a few days to get things ready for the new year, political noise to try to make a problem, where non exists, is just typical Norfolk style politics showing its worst face. Same stuff, different day.
The commentary accompanying
the original VP story was dismissive, by many, of the cost to the taxpayer with comments of it being a bargain as the daughter was already trained and the hours she worked was small. My questions is, so what? Nepotism on the taxpayer's dime is wrong and abusive of the public trust of a fair and open government. All government officials have an obligation to conduct themselves in such a way as to preclude even the perception of abuse or corruption, regardless of how minor it may be. I guess secreative or dishonest public conduct has a threshold dollar value before citizens have finally have had enough. For me, that starts at $.01 of taxpayer money.
Another twig on the Pyre?
Obviously Sharon McDonald has gotten on the wrong side of a powerful City Hall clique because she does a good job and does not deserve the exaggerated criticisms that continue to be focused on her. Maybe putting the spotlight on her is meant to take it from elsewhere, I don't know but I wish it would stop.
I agree
Mr. Markowitz is undoubtedly correct. Of all the city officials in Norfolk, Commissioner McDonald is one who has actually generated money for the city. During brief meetings with her I have found her to be direct and honest. This is a refreshing difference from brief meetings I have had with Mayor Fraim and other city officials.

Commissioner McDonald consistently performs in a way that is rational and that is best for the city, constantly looking for ways to save and make money for the City of Norfolk. She is, of course, working against the tide of City Council spenders, who, ironically, continue to unfairly berate her performance.

Doesn't she lobby for funding that pays her daughter? I don't see a whole lot of difference between what she did and what Del. Phil Hamilton did.
