City Manager Marcus Jones has taken the first step toward putting his own management team in place by hiring a budget director and two assistants who will report directly to him.
Sabrina Joy-Hogg, a policy and planning specialist for Virginia's budget office, will become the city's budget director and director of grants management. She previously worked for Norfolk's budget office and the Hampton schools and Hampton Redevelopment and Housing Authority.
Joy-Hogg reports to work March 1, when she will try to help Jones balance a budget with a $32 million shortfall. The budget will be approved in May.
She replaces Darrell Hill, who had been acting budget director. Hill will remain as the city's finance director.
Jones also said Thomas Lewis and Wynter Benda have been named assistants to the city manager.
Lewis is a Norfolk State University graduate, has an MBA from the University of Chicago, and is a certified public accountant. He has been a deputy auditor in Norfolk.
Benda comes to Norfolk from the Hampton city attorney's office. He earned his juris doctor from Regent University and will be responsible for recommending ways Jones can streamline city government.
Lewis began work on Feb. 17. Benda starts on March 2.
Jones, who became city manager on Feb. 1, made the announcements Thursday.

other standard hiring practices followed by hr? Very unlikely if these folks have already been hired.

Lets not forget that the poor Norfolk residents are going to be paying for two City Managers and two Police Chiefs at the same time. Gotta love giving out those golden parachutes. If we were forced out of our job; what do you think we would get? Not a hefty bonus to boot!

Everyday is the same; waste, waste and more waste. You decide that you are going to continue to live in Norfolk so stop complaining about this.
For years you have elected the same mayor and counsil members to represent you and it only gets worse. I for one no longer feel sorry for any of you. You get what you deserve at this point. Until someone stands up and leads you all out of the dispicable mess you grow further and further into each day is going to be the same or more of the same.
Stop complaining and change it for once.

In that picture to the right of and under the smart board television on the counter it looks like an AMX MVP-8400 touchscreen remote control. That remote control (for turning on the TV and turning lights on and off) runs around a list price of $5000 each, not including any of the other system parts or programming.
I tend to buy the older stuff for use in my apartment and another location and learned how to program the equipment.Swanky digs they got there! At least they didn't buy Crestron. Heh.
So yea you can say, "they have a ~$5000 remote control sitting there."
More Waste
This makes me ill but it doesn't surprise me. We can't order paper clips and rubber bands without going through an act of congress and they buy a 5K remote. Purchasing is a mess. Contracts force you to purchase equipment from certain suppliers when it could be purchased for a LOT less at Walmart or Lowes. And the City screams it's broke and can't pay its employees and needs to cut services. Change is needed.

Haha nice catch. Meanwhile the rest of city hall looks as if it is about to collapse. But hey its just the public who has to suffer with deteriorating public building conditions. City Council and friends needs top of the line equipment so they can screw us over..... oh i mean "run the city".
