Veterans groups were split Wednesday during a hearing on the Obama administration's proposal to require working-age military retirees to pay higher fees for health care benefits.
But they remain united on one key point: their opposition to setting up automatic fee increases in Tricare, the military insurance program, tied to rising medical costs.
Kathy Moakler of the National Military Family Association said the plan to require working-age retirees to pay an extra $2.50 a month for individual coverage and $5 for family coverage "is fair." The total annual cost would rise to $260 for an individual and $520 for a family. Active-duty service members and their families are not charged for Tricare.
Marshall Hanson of the Reserve Officers Association agreed with Moakler, telling the House Armed Services Committee's military personnel subcommittee that the increase would be a "modest rise" and not excessive.
But Rick Jones of the National Association of Uniformed Services labeled it a "Trojan horse designed to divide Congress and divide military associations' support."
Jones and Steve Strobridge of the Military Officers Association of America restated the long-standing argument of veterans groups that low-cost health care benefits are owed to retirees for their contribution to the country.
"The bulk of what military people pay for their health care is paid up front in terms of service and sacrifice," said Strobridge, a retired Air Force colonel.
All six veterans organizations whose representatives testified Wednesday before Congress object to a companion proposal to gradually raise health care fees in future years as military health expenses increase.
Veterans fear that more and more costs will be pushed onto them as the military tries to deal with rising expenses, said Deirdre Holleman of the Retired Enlisted Association.
"The primary mission of the military health care system is readiness," Holleman said, and the cost increases should be shouldered by the entire country, not just veterans.
Defense Secretary Robert Gates, who included the fee increases last month in his proposed 2012 budget, has repeatedly warned that fast-rising health care costs pose a threat to the military. Pentagon officials have said the cost of health care, $19 billion in 2001, will rise to an estimated $52 billion in 2012.
Jones said retirees and their families are being made to pay for increases that are not their fault.
"The blame for the dramatic rise of military health care costs is the war, not military retirees," Jones said. "These benefits were earned the hard way. They are part of the moral contract."
When questioned by members of Congress, the veterans group leaders expressed support for several other changes to Tricare that are intended to save money. Among them: greater use of mail-order prescriptions for regular medication, establishing a modern computerized record-keeping system, and setting up a central medical command, rather than having multiple commands among the branches of service.
U.S. Rep. Niki Tsongas, D-Mass., asked if the panelists would support a graduated fee system in which higher-ranking retirees - some of whom collect six-figure annual pensions - would pay more for Tricare than those with pensions of less than $20,000 a year.
The answer was no.
"You earn the package by your service," not by the size of your pension, Strobridge said.
During a similar hearing on Tuesday, Pentagon officials said they didn't consider a graduated fee or step increase because the proposed changes are so small.
What about only applying the higher fees for care to new veterans, asked U.S. Rep. Mike Coffman, R-Colo.
Again, the answer was no.
"Creating a population of haves and have-nots is never a good thing in the military," Moakler said.

Military retirees have paid their premiums by time and service rendered.
There are areas in TRICARE that the DoD can work to reduce the overall budget and at the same time, not hurt the beneficiary. TRICARE Standard is by far the best plan for retires vs. Prime, this is a good starting place for the DoD to consider. As to the increase in Tricare it has been an ongoing budget problem since "children" up to the age of 26 have to be covered under the law now. Paying for other peoples children has reached a whole new level as I now pay for dependent children who could enlist, serve their enlistment to get the GI Bill, then get out and go back on their parents Tricare while in college. Perscription prices have increased. Secretary of Defense Gates has also proposed increases in costs and decreased coverage for Tricare retirees to balance his budget. Now as "working age" retirees the Government wants me to pay more so they can put the money into paying for someone elses medical.
At least get some of your facts straight
Children up to age 26 have never been covered in the past so how could that have contributed to the huge bills TRICARE has rung up in past decade? When we went to a volunteer military in 1973 we should have know that in 20 to 30 years we would have a lot of retirees and family members to take care of ... TRICARE costs have risen spectacularly because we have a volunteer military that now has a full cadre of retirees. Cost of civilian health care plans have exploded in past 20 years so more of us have opted for managed "socialized" medical care through TRICARE because it is affordable. None of this has anything to do with Obamacare as you put it.

I am the wife of a retired Navy EOD Warrant Officer. I take exception to the remark that our military staff are typically not in dangerous situations. From my view point that can happen at any time and have many stories of my husband's experiences to prove that. However, the subject is Tricare and the fact that retired military folks worked 20 years for this benefit. That is true, but I would venture to say most retired folks are certainly in the position of paying a slightly larger copay. To expect this copay not to change over a long period of time is unrealistic and I for one would be okay with this small change.

Tricare for family and servicemembers was part of the benefit package when I joined up. You can't change the rules retroactively. What's next--we will cut your pension because we decided you need to pay your fair share? Funny how we want military people to pay for health care but we give it free to "poor" people or those who are unemployed. How is that fair?

Of course they can unless the contract you signed with them says they can’t. And if it does say that, they wouldn’t even waste their time trying. Are you relying on something a recruiter told you?

Isn't there already a charge for Tricare for retirees? I thought this was about an increase in that premium. In which case, how is the new premium any more out of line with the government promises than the old one?
Simple Solution
Everyone pays - (including politicians) - no matter rank, no matter service - everyone pays - It is time that everyone realized there are no free lunches anymore - or we are all going down the tubes - I don't know how it got by most citizens that the politicians were not to pay social security or insurance - what makes them special (they sure are not in harms way everyday and most are not doing what the average voter have put them there to do) EVERYONE PAYS - PERIOD.....
