Smithfield?
I didn't even know Smithfield was part of Hampton Roads.
The Census Bureau says it is.
Smithfield is in Isle of Wight county which is part of Hampton Roads MSA. MSA's are based on how inter-dependent the economies and travel patterns of localities in a given metro area are.
What about HII?
What about Huntington Ingals Industries (formerly NN Shipbuilding)? It's revenues ($6.7 Billion) are higher than Amerigroup and Dollar Tree.

NN Shipbuilding
That company has its headquarters elsewhere.
Not true
Huntington Ingalls is headquartered in Newport News, making 5 Fortune 500 companies in Hampton Roads (next year).
Its HQ is in Newport News
Huntington Ingalls was spun off by Northrup Grumman this year. As lemapp stated, the F-500 list is for 2010, so Huntington Ingalls didn't make the cut. But it should be on the list next year, making it 5 F-500 companies in HR as long as other things don't change.
The listing is based on 2010
Even though it's the 2011 Fortune 500, it's based on data from 2010. The earliest that HI will appear on the list is 2012.
