Two Virginia federal lawmakers are proposing to help states lure manufacturers back from overseas by offering eligible employers a $5,000 federal bounty for every new job they establish in rural or economically distressed areas.
U.S. Sen. Mark Warner, a Democrat, and U.S. Rep. Frank Wolf, a Northern Virginia Republican, said their proposal involves offering low-interest "forgivable loans" to companies if they establish "high-value manufacturing jobs" in needy areas of the United States. Each new facility would have to employ at least 50 people full time.
The loans would not have to be paid back if the employer keeps the jobs in place for at least five years. Qualifying companies would get a low-interest loan of $5,000 per job with $1,000 of the loan forgiven every year that the jobs stay in place.
Workers also would be paid hourly wages that are higher than the average hourly pay in the county that is getting the new positions.
Warner, who introduced the legislation in the Senate on Friday, said the program is intended to be an extra selling point for state and local economic development officials to use along with their own enticements when competing against other countries for prospective employers. The incentives cannot be used to lure employers away from other states.
Liz Povar of the Virginia Economic Development Partnership said she wants to study the details of the proposal more closely but thinks it could be a strong asset in attempting to lure new jobs.
The loan program's estimated $100 million cost would be funded by reallocating funds within the U.S. Department of Commerce, Warner said.
"As somebody who is deficit-obsessed," he said, "we're not going to create a jobs program that isn't paid for."
"This is a real jobs bill," said Wolf, who is introducing similar legislation in the House. "It's a repatriation."
Povar, who is director of business development for the partnership, noted that while the economic incentive is a strong tool, the more important issue when companies are seeking a new location is the quality of the workforce.
Executives want to know the depth of skill levels, the local work ethic and the availability of future employees if they expand, Povar said.
The Warner-Wolf legislation, called the America Recruits Act of 2011, also would require additional Commerce Department assistance for smaller American companies attempting to export their goods overseas.
"We don't do a very good job... helping those companies," Warner said.

this proposal is just for some press
As an employer I would not even consider this deal EVEN if I actually was bringing employees back from overseas. I am sure the paperwork would not be worth the benefit in any way shape or form. And the 5k is noth worth the time of day. SO...why is this even being considered..I think a propoasl to give the impression that these guys are doing something. I would further guess that after the initial pres release of this proposal it will slowly fade in to the sunset of ideas...good story though.

I really enjoy writing those guest columns for the Pilot, but to keep them fresh, I need recent examples of stupid things done with all the best intentions by government and the consequent unintended consequences, injustices, and failures that follow.
This should about fill my quota.
If I owned a company with 50 plus workers
I wouldn’t even entertain this. $5K per employee? Manufacturing companies pay more in unemployment insurance and pay roll taxes. Plus, oversea, they needn't worry about obscure lizards, unions, etc.
Congress! You want business to return stateside? Ensure that Obamacare doesn’t go into effect, lower the corporate tax rate, etc.
Until then, business will continue to remain overseas and the brunt of the employers (small business) will maintain their current work force. I'm not hiring...and I don't know too many others that are. We'd rather loose jobs than take on more employees.
Companies moved overseas
Companies moved overseas long before Obamacare was even on the table.
1] labor overseas is cheap
2] companies are taxed less
3] no EPA, no need to spend money on containing pollution.
4] after being spoiled with cheap prices, the consumer is not about to
spend two to three times more for items just because they are made
here.

I’m a small business owner. The reasons I am not hiring is because of the cost of providing health care, unemployment insurance, minimum wage.
In reply to your points:
1 – Overseas employers don’t pay minimum/union wage, Social Security or Medicare taxes (employers pay half-not you).
2 – Yes – they’re taxed less.
3 – EPA? That’s a US agency. Since many companies do not emit pollution, that is a specious argument.
4 – We all want cheap (or low) prices. Simple point...an intersection has four gas stations. Price per gallon is $3.50, $3.60, $3.70, and $3.80. Your vehicle is sucking fumes. Which one are you going to pull into? The station that’ll put a tiger in your tank or the station that’ll fill ‘er up for the le
