Dwindling budgets have forced state legislators to suspend a salary bonus for sheriffs in recent years, but Sheriff Ken Stolle has found a way to still earn an additional $11,767 annually.
Stolle asked the Virginia Beach City Council to approve a 9.3 percent bonus for himself last year and council members agreed, helping bump his gross salary to $163,652. The City Council unanimously passed the same bonus this past week.
"He's deserving," Mayor Will Sessoms said.
The state used to provide the bonus as an incentive for sheriffs in the career development program. To qualify, sheriffs had to get their office accredited, have clean audits, allow employees to participate in a state master deputy program and take eight hours of training, said Robyn M. de Socio, the executive secretary of the Virginia Compensation Board, which administers the program.
About 40 percent of the 124 sheriffs statewide, including Norfolk Sheriff Bob McCabe, get the bonus, de Socio said.
But in January 2010, when Stolle took office, the state stopped funding the program for new sheriffs.
Stolle said he asked city officials to fund the bonus because former Beach Sheriff Paul Lanteigne received the money from the state and it was part of his salary.
"It would be a cut in the sheriff's pay from when Lanteigne was sheriff to when I became sheriff," he said. "The Virginia Beach sheriff should be treated like other sheriffs."
Stolle also pointed out that his office is accredited and meets the criteria of the program, even though the state isn't funding it.
The Beach Sheriff's Office has been accredited by the Virginia Law Enforcement Professional Standards Commission since 2005. The commission renewed the city's four-year accreditation in October 2009, during Lanteigne's tenure.
The state's cutoff for new sheriffs isn't unfair, de Socio said. There is a learning curve when a sheriff comes into office and it can take time for them to meet all the criteria of their predecessors, de Socio said.
While the city's general policy is to avoid replacing state funds with local money, the council agreed to the bonus because of Stolle's stewardship of the sheriff's office, Sessoms said.
Stolle helped the city balance its budget this year, Sessoms said.
The sheriff offered $121,596 from the jail's reserve funds to provide psychiatric medicine and therapy to about 450 poor people, a service city officials had proposed cutting.
As a former state senator, Stolle used his legislative connections earlier this year to help Beach officials successfully lobby the General Assembly to fund a land buyout program around the Navy base, Sessoms said.
"We'd have to pay him five times that bonus for his lobbying efforts," Sessoms said.
Stolle said the money for the bonus is coming out of his office's special revenue fund - which includes money raised from selling food and care items online to inmates - and not directly from taxpayers.
Stolle isn't the only city employee to receive a performance bonus last year, according to payroll data obtained by The Virginian-Pilot through a Freedom of Information Act request.
Of the more than 8,370 citywide workers, about 30 received bonuses ranging from about $500 to $5,000 last year. Most were Beach tourism officials who exceed their targets for bringing convention groups to the city, and emergency communications workers.

What a crook! its all about me! Thats how he taught his kids,that almost ran me off the road in front of Cox High School back 9 years ago,they passed me in a clearly marked yellow no passing zone before a turning lane,lucky for him we where not killed,as the big ol Suv passed me it had Stolle on the license plate,he never got my vote!Greedy old man

stolle left the GA to become sheriff because that position pays A LOT more,
he will be retiring in a few years
his state pension will be based on the highest 3 years of pay
this way they helped bump up his tax-payer funded parachute-----

Too Much $$
Stolle's doing a great job, as one would expect. However, this is out of line. He was already making more than the police chief, and the sheriff has less than 1/2 the personnel, budget and responsibility of the police department, not to mention much less of a direct impact on our safety. Now he gets 11 grand more?!?!? How in the world can Council support this in good conscience??

when sheriff stolle was elected, he agreed to do the job for a certain salary. now all of a sudden its not enough. now he needs another 11k to do his job. so what if he allowed the city to use a surplus from his jail. he was elected to have the citys best interest at heart. should he be rewarded for doing his job? NO. its his JOB!its very disappointing to see an old family friend abuse his position like this. ken, you were raised better than that. im sure the commander is very disappointed in you.

I don't think Stolle should get a bonus nor do I think this is an "expansion of govt" as the previous commenter stated.
Less Government?
I'd like to ask members of the Sheriff's party how they feel about this expansion of government? Do conservatives believe less government is simply paying less for government, or giving the public less in terms of services? It's interesting the state has to pay bonuses to sheriffs to maintain state standards. What the state should do, is mandate the standards to be maintained to stay accreditied, or the state takes over the jail and appoints someone else to run it. The reason the state pays bonuses, is because of the politics involved (by both parties). A better way would be to do away with elected sheriffs and let the respective city/county managers hire and fire jail keepers. This would eliminate most of the politicking.
there is no party here
I dont see this as a republican or democrat issue. The only party in play in our local municipalities is the party of the " good ol boy " system. They look out for themselves and their cronies and let the " little people " hang in the breeze.
Almost every one of our local city governments and most of the elected leadership stinks to high heaven. Sadly no one is looking out for our best interests.
An argument can be made that change can come at the polls but over the years many in the public have been discouraged from participating in government after having seen referendums ignored and elections basically bought and paid for by special interest groups.
LOL 10% bump in pay 2 years in a row?
Most employees, government and private sector, have not received raises in YEARS. Chesapeake employees were 'lucky' to get 1.5% after being promised a 5% raise 3 years ago.
I'm horrible at math, but someone should be able to figure it out. If he got 10% this year, 10% last year, what was his hiring salary. Its not a 20& bump over his initial salary.
For example, if he was paid 100$ starting, and got a 10% bump, he made 110$ last year. Another 10% bump this year would mean he makes 121$ this year. Now on 100$ that doesnt look like much, so what is it when its over 150,000$???
