Colleges, Norfolk Southern paying lump sums for HRT rides

NORFOLK

Students and faculty at Old Dominion University, Norfolk State University and Eastern Virginia Medical School will be able to ride light rail, buses and ferries for free. So can Norfolk Southern Corp. employees.

Hampton Roads Transit leaders are making deals around town: Pay us a lump sum and your people don't pay.

So far, 33,000 qualify for the freebies.

HRT has ample room for them - about 80 percent of seats on buses are empty. And with The Tide's light-rail launch on Aug. 19, there have never been more options for mass transit in Hampton Roads.

To Philip Shucet, HRT president and CEO, the transit agency can't lose: Carrying more passengers doesn't cost anything extra.

"Anything we do to put one more person in an empty seat is good for the region, in my opinion," Shucet said. "Our service is more efficient, we're taking cars off the road and we're transporting more customers.

"And we're getting some money - though it's certainly not the high point of the deal."

HRT is charging educational institutions $6.50 per head for students, faculty and employees for one year of free rides. For businesses of 500 employees or more, it's $75 a head. HRT is still working on numbers for smaller employers.

So far, contracts have been signed with the three schools and with Norfolk Southern. HRT is talking to others, including Tidewater Community College.

Combined, the four are paying HRT $251,000 for a year.

"We thought it was a great idea," said John Rathbone, Norfolk Southern executive vice president. "It will provide some flexibility for our employees and their ability to get around. We have several hundred employees downtown who face traffic congestion, so this gives them one more option."

"We saw it first and foremost as improving our accessibility," Regina V.K. Williams, an NSU interim vice president, said, "but it also increases our opportunity to be out in the community as well."

Williams, a former Norfolk city manager, said with two light-rail stations next to campus, students will have better access to internships and jobs. The program also helps reduce the need for parking, which Williams said NSU has been challenged to provide.

ODU already pays for its students to ride on HRT buses, but this program is broader.

"We've always had a very good partnership with HRT," ODU spokeswoman Jennifer Mullen said. "We're pleased with the opportunity they brought to us, and likewise, with what we can do to help them."

For now, riders covered under these contracts just need to show their school or work ID to board. Eventually, HRT hopes to adjust fare boxes so that they read the identifications.

"Right now, we have all supply, which is not good from an economic point of view," Shucet said. "We want to create some demand. If the problem we end up facing is that our system is jammed, that's a problem I'm willing to have."

Currently, about 32,000 people take about 54,000 trips a day on HRT's buses and ferries. Light rail is projected to carry 2,900 riders a day in the first year.

The latest census shows that about 1 percent of Hampton Roads residents ride transit. Shucet figures that means HRT can expect that out of the 33,000 who can ride for free, an extra 330 will ride on any given day.

"We're hoping for more," he said.

If only 1 to 1.5 percent of the 33,000 ride each day, HRT will make a little money on the deal.

"If more people ride, we're increasing ridership on public transportation at no additional cost," Shucet said. "If we're wildly successful, then the rates go up when we re-up the contracts.

"The revenue here is not unimportant to me. But these deals are about exposing a larger population to public transportation in a way that the individual rider is not concerned about the cost."

This will make seeing all those nearly empty buses

even MORE ludicrous.

With tens of thousands of people having FREE passes and STILL not choosing to use them, maybe HRT will admit its system just ain't working. Don't count on it.

BTW. That Duffy's Lane bus stop is really something to see. Go by some evening and see the homeless encampment and the ankle-deep trash. If it's raining, they'll be over next to the new state-of-the-art Pretlow Library. They use the rest rooms in there.

A friend told another friend

A friend told another friend that she was on a bus today. Guess it was running late. Driver said she had to get off at random stop because it was the end of the day? Everyone had to get off the bus? When they hit the specific time that the bus is supposed to finish route do they just eject everyone off?

I understand people's

I understand people's concerns with this, but I welcome this service. I'm a working student at one of these schools, and the the close to $50 a week I spend on gas getting to and from class will be a relief. I pay taxes too! And, I'm willing to bet that the majority of the students at the schools pay their taxes as well. Plus, as someone else commented, students pay for or will pay for this service in their fees and tuition hikes. If we(students) are already paying for some of this via our tax money, and if the schools are going to charge us anyways via our fees, we should take advantage of this service.I also say that if people posting their comments attended or worked at one these schools/companies, they would hop right on the train too.

Another giant hoodwinking

Another giant hoodwinking and fleecing of the taxpayer.

Ya know, they could have told us how this little shell game was going to work before they put this boondoggle to a vote.

We had to pay to have it built.
We had to pay for the overruns.
We NOW to pay for people to ride it.
We have to pay those that run this scheme to tell us what a great benefit it is.

Can the Pilot reporters and HRT just tell us NOW, what other benefits we can expect to enjoy?

Free Rides

WOW! And all this week I have been lectured about how LRT is much more efficient cost wise than buses. What rubbish! So $6.50 per head per year. Since taxpayers are subsidizing 90% of the cost to begin with, what's another 9.9%? So who else can get in on this gravy train? How about the lawyers & staff in law offices downtown? $6.50 each a year for them? Taxpayers were subsidizing $3.00 a day per head for military/US Govt. to ride the HRT MAX from Greenbrier/Silverleaf to Navy Base Norfolk if they wanted to keep from driving. Does this mean if LRT goes to NOB we'll pay for those seats too? I wonder if British Airways will give me a free seat from Philadelphia to London Heathrow since the jet is going there anyway? LRT-The train to bankruptcy

If I didn't know better, I think HRT is building a huge parking garage next to their new building. Like, parking garage for cars. They ain't gonna ride it.

Reminds me of this documentary called Bus Riders Union. The bus riders show up at the HQ for the bus service in LA. It's this giant crazy expensive office tower. You can tell the people inside the building wouldn't be caught dead on the busses they run. Heh.

Kinda like a slumlord would never live in one of their buildings.

Yes of course; then students pay for it via fees added to their costs.

Who will keep the books on ridership?

In true norfolk and HRT fashion, they will probably make up the numbers to reflect ridership. If people board trains without purchasing a ticket, there will be no way to accurately count riders. So my guess is HRT will state 33,000+ people ride the train since they already have 33,000 paid fares. No one can dispute HRT since there will be no facts or recorded ridership counts. For $40k a month HRT has one slick shyster at the helm.

Perfect way to scam more money out of the taxpayer by using fake and made up numbers. Duplicate books. HRT and norfolk has already proven they are capable of fraud, why stop now?
