Without much fanfare, Gov. Bob McDonnell's administration is pursuing a plan to reduce out-of-wedlock births, reunite unwed fathers with their children and encourage marriage as it looks at ways to shrink dependence on social welfare programs.
As out-of-wedlock births rise and marriage rates fall in Virginia, statistics show children in fractured families are more likely to live in poverty, and thus require government aid.
Yet some advocates are concerned about the approach being taken by officials spearheading the still evolving program, dubbed the Strengthening Families Initiative. That included the award of a $736,000 no-bid contract to Hampton University; state officials have rescinded the contract and now plan to open it for public bidding.
The new initiative is likely to be discussed today and Tuesday at a joint state-federal family conference in Richmond.
Administration officials say that the program is not yet fully developed. While they have created a set of guiding principles, available at www.dss.state.va.us/about/sfi/, they have yet to set out what specific actions they plan to take.
What's clear so far is that officials envision a system in which government agencies refer benefit recipients to family stability services provided by community and faith-based organizations and businesses. Local governments that work toward program goals may receive additional state grant funding.
Chris Spanos, who represents the Virginia League of Social Service Executives, said officials who will administer the initiative have concerns about how it will be financed and are awaiting guidance on how it will function.
The shift comes as the economy is stalled between recession and recovery, a climate that coincides with growing poverty.
Newly released U.S. census figures from 2010 show that more than 11 percent of Virginians were below the federal poverty line, with an even greater proportion of children in that category, according to the Commonwealth Institute for Fiscal Analysis.
In Hampton Roads, more than 173,000 were living below the poverty threshold last year.
Many of them could qualify for public aid. Historically, it's been easier for single mothers to qualify for aid than for two-parent homes.
"We have been involved ... in maybe the unintentional destruction of family," said Martin Brown, commissioner of the Virginia Department of Social Services, which is leading the initiative.
"And so we can be involved in the encouragement and support of families if they choose to receive the kind of services that they need to have strong and stable families."
Virginia's focus on fortifying families runs parallel to federal marriage and fatherhood initiatives that began with President George W. Bush and continue under the Obama administration.
Federally supported research of their effectiveness in building stronger families shows mixed results.
Yet other research suggests stronger families benefit government, said Bradford Wilcox, director of the National Marriage Project at the University of Virginia.
When families fail, he added, "the state has to pick up the pieces, both in terms of spending more money and expanding more services."
Other reactions to the initiative are divided along ideological lines.
Virginia Family Foundation President Victoria Cobb argues that the state has a "fundamental interest in marriage" as it develops policy addressing poverty.
"I don't question the premise," said John Morgan, executive director of Voices for Virginia's Children, but "some people are nervous about the ideology behind this."
One of them is gay rights advocate Claire Guthrie Gastanaga, who said the administration should focus on stabilizing families rather than "promoting one definition" of a traditional family as a means to achieve an agenda.
When asked how gay parents seeking public services will be treated under the initiative, Brown said officials are bound by federal and state laws defining marriage as a union between a man and a woman.
But he insisted the department's goal is be inclusive as it develops a plan to assist Virginia children in divided families. "We're just trying to help people, and particularly children, to not get in poverty and families not to fall into a cycle of dependence but hopefully a lifestyle of independence and self-sufficiency," he said.

Marriage by itself will not solve this problem. The damage caused by divorce to children is the climate, chaos, and affect in the home that leads up to the heartbreaking decision of divorce. What hurts them and our taxes more is not having equal access to each parent. Access to QUALITY mental health services, unbiased educational facts, J&DR court reform for equal parenting and custody& promote male responsible use of personal bc, not just females
Children
The Gov's plan only addresses only the financial aspect. Parents staying together have more funds than those that seperate since there is just one household not two. I doubt it will work, since to work it has to address all aspects of divorce and custody and that would put Social Services (SS) agents, lawyers, and court employess out of work. There are many "special interests" who will try to prevent it from working. I do, with cause, vigoruosly complain about the system, but I do not sit on my butt and not try to change it.

A young lady asked me did I eant to buy Foostamps $200.00 for $150.00. Ususally on the street $200.00 goes for $100.00 it is always half. She told me she has to make a profit. How are you going to turn a profit on something you recieve for free? They thing that kills me that they apply for assistance due to the claim they are poor. Who fault is it that you are poor not mine. But you see them in the salon getting their hair and nail done or in the new Jordans or have an expensive cell phone. If you can pay for all these luxury items, you can pay for your own food, housin etc. Why should the government pay for someone troubles.
entitlements in general
We are not a perfect society. There are people who lie, cheat and take advantage of just about anything. There are people receiving entitlements who don't deserve them, and there are social service workers who grant entitlements to people knowingly that they are not entitled to them. I have 2 friends who work for Norfolk Social Services who will tell you there are employees there that should be in jail.
I don't know how to fix the problem, but I don't believe our governor's plan is the answer. What I would recommend is to investigate those receiving entitlements, and those granting them.
TheGov's plan will not fix the problem because...
as long as there are incentives for divorce such as long term alimony with no justification, child support for limited involvement of one parent, and a means to take revenge and show hatred there will be divorce. Remove these incentives and people will seek councelers themselves to make their marriages work. Better the money go to a councelor than a lawyer. But you can restassured the majority in teh fourm will be laywers and those that are employed by getting fathers out of children's lives. Again why hasn't the Governor asked for fathers who want to be involved but can't. He should ask single and divorced fathers why they couldn't. Otherwise it's like the fox watching the chickens.

Governor's Plan
Virginia never got over passage of the 13th Amendment. Virginia's current child support and alimony laws make higher earning individuals (mostly fathers) at best indentured servants and at worst slaves. My sons have seen what happened to me and have said they will never get married. If the Governor was really interested in preserving families, he would make shared 50/50 custody the standard and make it required to show why 50/50 custody is not appropriate if not granted and what needs to be done to make it appropriate. Life time alimony unless a material and substantial contribution to the career of the paying spouse is made or a service (i.e., long term care for a child)is performed should be abolished. Slavery ends. Families saved!!
Christians?
How many of you people who are so against entitlement programs, proclaim to be Christians? You don't know the circumstances of anyone's life that has led them to live in poverty. You have no idea of the impact of generational poverty. The fact is all of us pay taxes and those taxes pay for things we don't all agree with. I will leave you with this:
