NORFOLK

Chuck Rigney was named interim director of development Tuesday by City Manager Marcus Jones. He will replace longtime development director Rod Woolard when he retires Nov. 1.

Rigney, 55, is a Lake Taylor High School and Old Dominion University graduate who has been assistant director of development for 14 of his 15 years with the city. He previously worked in banking and commercial real estate.

Jones also announced that Jim Redick will become director of emergency preparedness and response. Redick came to Norfolk as deputy director earlier this month from Virginia Beach.

Director of emergency preparedness James Rogers has been named the city's community action coordinator, Jones said. He will be tasked with involving citizens in the day-to-day workings of city government.
