PORTSMOUTH

The commanding officer of a Portsmouth-based Coast Guard cutter has been permanently relieved of command for inappropriate conduct toward the crew, the service announced Thursday.

Chief Warrant Officer Michael A. Davis assumed command of the Frank Drew, a 175-foot-long coastal buoy tender with a crew of about 20, in June. He was temporarily relieved of command in early October, said Chief Petty Officer Mike Hvozda, a spokesman for the Coast Guard’s 5th District.

The investigation into Davis’ actions is complete, Hvozda said, and on Wednesday, Rear Adm. Daniel May, the head of Coast Guard Personnel Command, permanently relieved Davis, citing a loss of confidence in his ability to lead. Further administrative action against Davis is possible.

Lt. Justin O. Vandenheuvel took temporary command of the cutter, which is currently in port, on Oct. 13, Hvozda said. A permanent replacement will be named soon.
