Votes were counted twice for a few hours Tuesday night when a state data glitch accidentally doubled the number of ballots cast in the city.
For much of the evening, the State Board of Elections had each Norfolk precinct reported twice on its website. The double-counting did not affect the outcome of any races, but for a little while it made things confusing, as some races had as many as 198 percent of precincts reporting.
Board of Elections spokeswoman Susan Pollard said the troubles stemmed from “data issues” that state IT workers were working to address late Tuesday night.

Multiple districts "over reporting"
It wasn't just the city of Norfolk over-reporting votes...
The over-reporting cities/counties are: Norfolk, Isle of Wight, Fairfax, Loudon, Prince William and Richmond.

temporarily? wink wink and walla incumbent wins! rarwr. no the electronic ballot system with no paper trail isn't manipulable, wink wink. we have total confidence in our paperless voting system wink wink. just a glitch but the out come was correct, or at least it was what we wanted, wink wink. isn't democracy grand?
Paper Ballots
Nothing like reassurance that electronic voting mechanisms are reliable.
Paper ballots are the non-tech answer. You can actually recount the vote-imagine that-if any glitches are expected.
