Kenneth Ray Turner, an engineering manager for Norfolk's public water system, was arrested in rural Northampton County early Sunday morning on charges of stealing and driving a golf cart on busy U.S. 13 while under the influence.
Turner was charged with a felony count of grand larceny as well as misdemeanor charges of trespassing, DUI and operating a golf cart on a highway, according to Northampton County General District Court records.
Northampton County Sheriff David L. Doughty Jr. said Turner told police that he was drinking late Saturday night at a club in Cape Charles when he realized the person who was to give him a ride home had left.
At some point after the club closed, Turner went to the nearby Bayshore Concrete plant. There, it's alleged, he took a golf cart and began driving to a home he owns south of Cape Charles.
He was arrested about 7 a.m. on U.S. 13, the four-lane main road on the Eastern Shore.
"Obviously, he must have been wandering around for some time" before he was arrested, Doughty said.
Norfolk spokeswoman Lori Crouch said Turner is still employed with the city. She declined to comment further. Turner could not be reached for comment.
Doughty said he wishes Turner had dialed 911.
"If he'd called us, we would have seen that he had a ride home," Doughty said.
