Newest Va. Beach teachers warned layoff is possible

The public schools' newest teachers are being warned today that their contracts might not be renewed next year because of the city's budget crunch.

The 640 teachers are in their first, second or third years with the city schools, so they have not yet received the continuing contracts that give Virginia teachers greater job security. That means if layoffs happen, they could be the first to go.

"We hope we don't have to take such drastic measures, but we owe our employees the courtesy of knowing that's a possibility," said Kathleen O'Hara, a division spokeswoman.

For the past two years, the schools have sent a letter like the one going out today to first-year teachers only. But this time, those in their second and third years also are being warned.

It's a sign, school officials said, that the budget situation is worsening.

"We've been pretty fortunate at buffering our parents and communities," Superintendent James Merrill said. "We're going to have to pay up this year. It's finally hit us as well."

For months, division leaders have been predicting a shortfall in 2012-13.

On Wednesday, they said it's approaching $40 million. The schools' operating budget this year is $636.1 million.

When Merrill presents his recommended budget to the School Board on Feb. 7, he said, he'll present a number of plans that would involve staff reductions.

Mayor Will Sessoms - whose daughter is a first-year teacher in Virginia Beach - said he's hoping the schools can accomplish any reductions through attrition, as they have in the past.

But Merrill said that might not be enough this year.

For example, if he needs to reduce each high school department by one position, it's unlikely one person from each department will retire or leave voluntarily.

The division is required by law to notify teachers early of possible layoffs, and doing so now will give the division greater flexibility in making decisions, Merrill said.

John Mirra, head of human resources for the schools, said the problem is, 85 percent of the division's budget is for personnel.

It's going to be difficult to make up the shortfall without affecting people, he said.

Dominic Melito, president of the association that represents Virginia Beach teachers, said the group will be telling people to contact the General Assembly and put pressure on the City Council to fund schools.

Any layoffs would be a result of under-funding education at the state and local levels, he said.

"It's unfair to these new teachers," he said.

Excuse me?

To the "elementaryteacher" who commented on cutting the "old hags": Sounds like an age-discrimination remark to me! I agree that newer teachers, especially those that are Masters-prepared, can possibly bring much value and innovation to the teaching profession. However, many of the older teachers carry as much or more value, are EXPERIENCED, and not just in this profession for the money!

Not an armchair educator

I am not an armchair educator, I am an actual educator. I see waste in "coaches" on a school staff. I am not talking about sports coaches. These are people who do not work with small groups of students, but with teachers to help them with a certain subject area. In my school, we have two math coaches and one literacy coach and still can not figure out what they do all day. I have nothing against them personally, I just do not see the need for them in that capacity.

It can be done...

You can easily balance the budget without affecting education by stopping the replacement of buildings that are only 40 years old, halt technology spending (We are caught up - take a break for a few years), save on transportation by better utilization of routes and forbid driving home vehicles (why do we give school board cars for grocery shopping and church going on the weekend) and renegotiate or cancel vendor contracts. If you need to lay off people, introduce employees drug testing to weed out some bad apples. You can also introduce maximum age. Why do we have folks working in their late 60s and 70s with 40+ years experience and fat salaries? Also limit professional development and drop 1-2 days from the calendar.

It can be done......

In regards to the statements from it can be done, I agree with some of your points.However some of the 60 and 70 year old teachers have better people and teaching skills than the newer teachers I do believe we need a balance. Parents need to be more involved especially in the middle schools. City vehicles should stay at work. And schools such as the Renaissance school should not have been built (66 million)if the kids are that disruptive than let their parents figure it out and pay for the cost of an alternative school. For the price of the Academy the older schools could have been updated etc.If the students are going to different schools such as Kemps landing magnet let the parents get them to and from school. Wake up citizens.

Cut unnecessary professional development and beaurocratic crap

As a taxpayer, I find it troubling that our high-salaried school officials have such little trust in the expertise of our teachers that our district has to spend so much money on never-ending "professional development" usurping an already over-worked workforce with less and less time to do their jobs. Get off the backs of our children's teachers and stop wasting our tax money! Cut central office spending and beaurocracy and let our teachers teach! Where are our school board members on this insanity?!
