A new year begins today and with it a new $10-a-month trash fee for Virginia Beach homeowners.
The fee, passed by the City Council earlier this year, is expected to generate $14.5 million annually. That is about 40 percent of the service's cost.
"The new fee does not cover nearly all of the costs for the service, but it does help to defray part of the cost," said Phil Davenport, interim director of the city's Public Works Department.
The charge is necessary, Davenport added, because a previous long-term fee arrangement the city had with the Southeastern Public Service Authority expires in 2016. That agreement capped Virginia Beach trash disposal rates at $65.35 to get rid of each ton of homeowners' garbage. Other localities pay $145 per ton.
The city estimates its lower rate has saved it more than $10 million a year.
But soon, that no longer will be the case. The new rate will increase substantially after the current cap expires. That's the reason, Davenport said, the city implemented the new trash fee.
"The agreement held our disposal costs to much lower rates than what our neighboring cities are paying," Davenport said, referring to the contract that dates back to 1984. "But it expires in 2016 and we will be paying rates similar to what the other cities are seeing."
Suffolk also is implementing a first-time trash fee this month and will begin charging homeowners $18.50 for the service. Currently, Portsmouth homeowners pay $37.52 a month for trash removal and Norfolk homeowners pay about $27.
Chesapeake is the only remaining South Hampton Roads city that does not charge a separate trash fee.
With the city's waste disposal costs set to increase soon, Davenport said Virginia Beach needed to implement a fee now to offset future expenses associated with the service. Since the new fee will only cover a portion of the costs, the remaining costs will continue to be paid for by the city's general fund.
"Starting in 2016, our disposal costs are going to increase in the neighborhood of about $7 million a year," Davenport said, adding that 100 percent of the fee will be put into a special fund that will be used for waste collection services. "It becomes part of our budget planning for the future."
Earmarking the funding, Davenport said, was a requirement imposed by the City Council.
Homeowners will not receive a separate bill for the service. Instead, they will see a new line item on their city water, sanitary sewer and stormwater statement. The $10-a-month fee will be listed as a solid waste collection fee.
"The first bill that includes the fee will go out in January or February so, depending on where people are in the billing cycle, if it goes out in early January, they may only have a few dollars. If it's late February, then it may be almost $20," Davenport said, explaining the staggered initial fees people may see on their city utility bills, which come out every two months.
The second bills, which will go out in March and April, will be for the full $20 amount for two months.
The new fee will apply to about 123,000 Virginia Beach households who receive the waste collection services.

Currituck County does not (except on the beach). It's oh, so much fun to load your trash into your car and take it to the "convenience center," which little chore is especially unpleasant during the summer months.
You can, of course, contract with a private collector - but good luck getting them to call you back when you try to arrange for service.
Sorry to burst your bubble
They're charging $10 now so they don't have to charge us $80 later. The price to dispose of our trash is going to go up in 2016, but it's going to go up again even more than that just a few years later. The $10 charge now is a buffer. Besides, $10 is the lowest fee of all area cities. Personally, I'm greatful that they thought about this now rather than hit us with the big fee in 4 years.
I hate that every article
I hate that every article and even the city keep implying this "fee" is solely for homeowners. I don't OWN a home, I rent and I am still going to have to pay this stupidly ridiculous fee for trash collection. $120 a year for trash pick up is a lot since your property taxes are already being used toward city funding as well. I could understand if taxes didn't go toward this, such as not living within the city limits. I paid $180 a year in another state for trash collection, outside city limits. None of my property taxes went to the city, therefore I didn't get to use their services. Hampton roads sucks and so does all of Virginia. I cannot wait to get out of this communist, money grubbing, crime ridden hell hole.

Trash Prices
I hope all these Cities in the area Go Flat BROKE. All they know how to do is charge the Homeowner for this and charge for that. I am sick and tired of being a damn escaped goat everytime these CROOKED Cities want a fast underhanded Dollar. Damn them all.......
Money for trash
I lived almost all my (61 yyears) life in VA Bch. Sold my home July of 10, bought a cottage on 1.4 fenced and cleared acres for $65,000.00. No trash fee, no water or sewer fees, yes we have to have a dish for the computer and TV but it is well worth it. Everyone should move out of the city and into the country. People are so much better here, may be poor but they are "real". If you don't like what is going on, leave, as I did.

Numbers Game
If 123,000 households in VB pay $10/month for 12 months netting a combined total of $14,760,000 per year for this service, it should offset the ~10 million dollars VB was saving prior to 2016. But what about the other 4.76 million dollars?
By 2016 there should be ~59 million dollars in that account but even after that the city will still pocket a chunk of change every year (to the tune of 4.76 million). Please check my math/logic.
Why not wait until 2016 and then start charging ~$5/month to balance the increase for services? If Council uses the extra $ for infrastructure repair or improvements, great; even though they said it was for trash disposal. If it goes toward raises/bonuses...bad city employees...bad.
