The debate about how to fix Virginia's crumbling transportation system took a dramatic turn Wednesday when a powerful senior lawmaker tried and failed to buck the no-new-taxes mantra of the governor and legislative leadership.
Del. Lacey Putney of Bedford, the only independent and in his 51st year in the House of Delegates, presented a proposal to call a November referendum on raising the state sales tax to 6 percent, from 5 percent, with half of the new revenue dedicated to transportation.
A Republican-controlled House subcommittee tabled the measure on a party-line vote, probably dooming its chances.
It was a remarkable moment, however, not because of how the vote turned out but because of who Putney is.
The Assembly's minority Democrats have submitted a variety of tax measures, which routinely are voted down.
But Putney, the gravel-voiced chairman of the budget-writing Appropriations Committee, is a blunt-speaking conservative and fiscal hawk who normally votes with the Republican majority. Submitting a tax-increase measure was a bold challenge to Gov. Bob McDonnell and the Assembly leadership, who have drawn a line in the sand against any new taxes.
"I'm not known to be a big tax-and-spender," Putney told the House Finance panel, but the roads in his western Virginia district are in "horrible" condition. They are "very, very unsafe," he said.
His constituents are asking him, "Why don't you do something?" he said. "So I decided to put this little bill in."
That "little bill," HB1239, would have produced an estimated $1 billion a year in revenue if approved by the voters.
Half would have been dedicated to road construction and maintenance, and the other half to education and mental health services.
Putney said he had not asked anyone to speak on behalf of his bill, but a line of speakers did just that. Representatives of Virginia's cities, counties, sheriffs, state troopers, teachers and highway contractors pleaded for its passage.
"Our transportation system is failing," Jeff Southard, executive vice president of the Virginia Transportation Construction Alliance, told the panel. He said the state, facing $4 billion in unmet needs for its transportation infrastructure, is diverting $450 million a year from road construction to maintenance.
"In less than five years, we'll have no construction program left," he said.

The only answers politicians have to the budget
is to find a way to get it out of the taxpayers one way or the other.
Why don't they B U D G E T the money they already have, and use it for it's intended purposes rather than their hobbies?
I'm not giving a dime more, and to make sure I don't - I'm moving.
Fix this
Part of the problem with transportation dollars, is that fund while supposedly used only for transporation, is regularly raided during the budget year to fund other areas of Government. The only way to keep transporation dollars for transporation, is to lock up those funds only for that purpose. Prevent the legislature or the Governor from raiding the fund every year as they have done for years and years. Check it out, it happens, it was even tried years ago to lock up those funds, but they let that bill fail, because then the 'pet' projects won't be funded.
Just another Toll booth away
Mr.Putney should tell the good folks back home that his Governor wants toll booths erected to pay for road construction in VA. so that a private company can get rich off the backs of working Virginians. In fact, those of us in Hampton Roads should not have to pay one cent towards road construction in other areas of the Commonwealth because the Governor wants us to pay tolls to use tunnels that we have already paid for to build tunnels that we may never use. Mr Putney should also tell his folks that the Republicans have found a way to create a new tax and its called TOLLS.

We DO need a new tax to help build our infrastructure.
I vote to tax the heck out of Cannabis in the Commonwealth. HJ 139 and HJ 140 might help make this a reality

Guaranteed Funds
I personally would like to see an increase in the gas tax that would be specifically earmarked for roads. If you don't think you will be affected by tolls... Four major crossings are going to be tolled (Jordon and Steel Bridges and the tunnels) and after that I am sure they will be trying to toll the 64/664 tunnels, 64 to 295 and 264 to pay for that to be rebuilt. It wouldn't be such an insult if Richmond would not be giving us 80 cents on every dollar we generate so that they can build interstates in the western part of the state. Let them pay the tolls out there!
Raise taxes, fix the roads
Raise taxes, fix the roads. Americans pay taxes at a lower rate than most of the industrialized world. We spend a lower percentage of GDP on infrastructure than the rest of the industialized world. Money spent on education, healthcare, and infrastructure is what drives an economy.
Private sector is where America has always made it's money
and America was founded on limited Government, and limited taxes.
Why does America want to be like other countries, when all other countries hope to be just like us?
People get up early, go to work every day, and work hard to bring home a paycheck. Why should those that work that hard have to give even more than they already do?
If the state budgeted what they had, they wouldn't need more.
Sales Tax
While I am a true Conservative and supporter of moderate to conservative politicians, I DO support an increase in either the sales tax or gas tax to solve transportation matters. In eastern VA we are facing tolls (ie taxes)which will add to the cost of living dramatically!!! Why not increase taxes above to solve issues statewide? If Tidewater is strapped with new tolls on virtually all roads, bridges and tunnels then our only option is to move to my family home in Bland County. But, I am sure tolls will soon be slapped on I-77 and I-81 just to maintain the roadways. Wake up Virginia!!!!
