Voters won't fire tax-evading Riddick, even when pigs fly

Posted to: Kerry Dougherty Opinion

I once worked with a guy who supported higher taxes. In fact, he never saw a levy he didn't like, and he griped constantly that Virginia was a "low-tax state."

As if that were a bad thing.

When Jim Gilmore campaigned for governor on a promise to abolish the hated car tax, this man sneered. Later, when I learned that the city was threatening to come after this same guy's wages because of delinquent personal property taxes, I was irate.

"Is it asking too much that people who push for higher taxes actually pay theirs?" I snapped at him.

Today I'm posing a similar question:

Is it too much to ask that politicians - especially those who are in a position to levy taxes on others - pay their own?

Hello, Norfolk City Councilman Paul Riddick. I'm talking about you and your latest problems.

During nearly 20 years on the council, Riddick's antics, race-baiting and bloviating have provided newspaper columnists and editorial writers with rich material. Most amusing, I suppose, was the Launched Lunchmeat Incident about 15 years ago when Riddick reportedly hurled a pound of sliced ham at the head of a shop clerk.

But there were more serious lapses in judgment, like Riddick's remarks after two police officers were shot during a 2004 drug bust at Military Circle. The councilman denounced not the gun-toting drug dealers, but the cops. He postulated that the police would never stage such an operation at a place "Jews frequent."

In a - pardon the expression - ham-handed attempt to pacify the outraged community, Riddick apologized and explained that he didn't really mean a place where Jewish people shopped, but that he'd been referring to "any rich middle-class" neighborhood.

Despite a fiery demeanor and a history of tax problems, Riddick has long been regarded as a strong voice for Norfolk's poor and downtrodden. He's been handily re-elected to his seat from Norfolk's Ward 4 in five successive elections.

That's unlikely to change even now that Riddick may be about to lose his family funeral business to the IRS. According to papers filed in federal court last week and a story in Thursday's Pilot, Riddick has failed to pay almost a quarter of a million dollars in taxes over the past 14 years.

His delinquencies allegedly break down this way: Between 2002 and 2011, Riddick failed to pay about $196,000 in income, Social Security and Medicare taxes. Between 1998 and 2009, he didn't pay $27,000 in unemployment taxes. He also owes the IRS about $23,000 in penalties.

More serious, though, is that according to the federal lawsuit, Riddick transferred ownership of his business to an LLC to evade taxes.

His tax troubles don't end with the feds, either. Norfolk officials say Riddick also owes $4,810 in back city taxes, $4,423 in business personal property taxes and $387 on a car that he bought for his business.

Let's consider, for a moment, where some of that missing tax money would have gone:

Social Security and Medicare monies help pensioners, the elderly, the disabled and those on fixed income - some of the same people Riddick represents. Unemployment taxes go into a pot to help folks who have lost their jobs. City taxes support schools, police and fire.

So save the sermons about Riddick's concern for the underprivileged. If this seasoned politician doesn't understand the importance of paying his fair share to keep society going, who does?

In an interview this week, Riddick acknowledged that he owed back taxes, but he said the IRS had inflated the amount. Then he blamed the rotten economy for his woes.

Fact is, Riddick is an embarrassment and it's time a worthy opponent emerged in Ward 4.

Someone who believes that those given the power to levy taxes also ought to pay them.

"The people get the representation they deserve."

Paul "Please pass the Ham" Riddick has gotten himself on the gravy train and has a lifetime pass. His constituents believe that he is very groovy and will continue to vote for him as long as he spouts the same garbage that they too believe in. He and they are quite incapable of being ashamed of themselves.

Garnish his city wages

Why has the City of Norfolk not garnished his wages like they due for other city employees that don't pay their taxes? Garnish his wages for the taxes owed the City of Norfolk, he should be treated the same way every other city employee is treated!

I don't live in Norfolk

But I hope that all of you who do live in Norfolk show up in LARGE numbers to the next Council meeting to speak out against this man representing your city. The people who continue to vote him in need to wake up! Stop this crazy fool by speaking out. Put an end to his foolishness in your city by demanding he step down!

I wasn't aware of an IRS

I wasn't aware of an IRS affirmative action policy.

I would have been in arrears day one.

Politicians are like diapers,

they need to be changed every so often.

Whose Champion?

Paul Riddick portrays himself as the champion of the poor and downtrodden...he's right! During his tenure, while other parts of Norfolk benefitted economically, his Ward 4 lagged, due in part to his inept leadership and divisive style. Most Ward 4 residents are as bad off now, as when Riddick first wormed his way onto council (now that's consistency). As far as Riddick's role at HRT... he's right at home at that organization. HRT still employs a former consultant, whose company benefitted from illegal no-bid light rail contracts, and whose role in the design and alignment phase of LR have never been explained. This person is the current Chief of Planning and will be heading the study to bring the Paul Riddick Express to Va. Beach.

Norfolk needs...

Norfolk needs a councilman of this ilk like they need a ferris wheel!

Mr. Riddick

According to the VP, Riddick has not paid taxes in 14 years! This is incredible to say the least. I don't understand how the Feds could let this fall through the cracks. He probably thinks that because he is black, he doesn't have to pay. He people he represents, deserve better councilmen. Why don't the Feds put a lien on his business, freeze his bank accounts, like they do everyone else, until they get their money. What is keeping this bum on council? He hates to pay taxes, hates the police, thinks everything is a black issue, and think he can get away with anything because he is a City Councilman I cannot say here what I really think, because the 1st Amendment means nothing in this area. I hope he has to serve time like the rest of us.

Riddick

It is time for the Norfolk City Council to impose sanctions against Councilman Riddick. This man's actions reach far outside Norfolk because of his position on the HRT Board, and other positions that he has been appointed to by the Mayor and Council. I don't want him voting on any money matters that affect me.

The Norfolk City Council has no power to sanction members for unacceptable behavior, However, they do have the power to remove him from all boards and commissions.

Time to do the right thing Paul Fraim. You want to be a Strong Mayor? Then do the right thing...Neutralize this man's impact on others. He can't take care of his own house. He should not be making decisions about mine..

agreed

Immediately remove him from HRT!
