Legislation to require drug testing of Virginia welfare recipients is still alive, but just barely.
The House Health, Welfare and Institutions Committee voted 14-6 today to send Sen. Steve Martin's bill to the Appropriations Committee, which has postponed a similar House measure until 2013. The same fate likely awaits Martin's bill, which would take effect only if the legislature approved funding to pay for the testing.
The Republican-backed legislation, which Democrats have opposed, would require an initial drug screening of applicants, followed by drug testing if officials suspect illegal drug use. Anyone testing positive could lose benefits for a year.
Martin, R-Chesterfield, said the bill would ensure that welfare money is being spent to support families and children.
Opponents have argued that the bill offends the dignity of welfare recipients and incorrectly assumes they use drugs more than the general population. Martin told the committee that he makes no such assumption.
Martin fielded a series of pointed questions from Del. Joseph Morrissey, D-Henrico, during Tuesday's committee meeting. Morrissey asked about the cost of testing and about the constitutionality of the bill in light of a federal judge's ruling striking down a similar drug testing program in Florida.
Martin said his legislation would withstand court scrutiny because drug testing would be done only if the initial screening revealed probable cause. He said he did not know how much it would cost.
Morrissey asked whether the legislature should go even further and screen welfare recipients for alcohol abuse, or require similar testing for General Assembly members since they too receive state money. He was ruled out of order by the committee chairman.
Martin's bill cleared the Senate last week when Republican Lt. Gov. Bill Bolling cast a tie-breaking vote.

Why stop there, shouldnt we drug test seniors collecting social security? How about everyone on medicare/medicaid? Should we drug test the clergy because they are tax exempt? Should we test CEO's of Big corporations that get tax subsidies? Why not test everyone? (Sarcasm)
If we did the results would be surprising to many. More drugs are being consumed in this country than ever before in our nations history. The war on drugs is a expensive failure. I do not advocate legalization of drugs, but clearly doubling down on this policy of drug testing to make some in society conform will not succeed either.
BTW can anyone recommend a good publicly traded drug company to invest in?

I would be more than willing to pee in the cup. I have to do it for work now, what's the difference? If a tax paying citizen that is earning a living can be subject to testing, I have no problem with testing those that want assistance. I will be eligible for SS and MediCare in a couple of years, and I have no issue with that being a requirement. I would it rather be a hair follicle test to show continued use. But any testing is better than none.
The difference is that I paid my money into SS and MC. I am spending my own money.

point out that drug testing of persons receiving welfare has been tried in other states and the results were not worth the cost of administrating the program. This would be little more than a waste of tax dollars. But why point out facts to the republicans Richmond? This makes such a good election talking point for the conservative base.
Anyone with access to the taxpayers money
needs to be held accountable for how they are spending it. I'm all for nobody having to be drug tested so long as none of my tax money is being spent by them.
I don't really care how large or small anyone believes my contribution to be in the grand scheme of things, as no matter how large or small it is - the money would make a huge difference to my family if we were able to utilize it to take care of ourselves rather than hand over to the Government to blow like they are on a spending spree.
I physically go to work every day to earn my money. If you do not do the same, and you need the working classes charity bad enough, you'll do whatever you need to do to get it.

I agree - now lets drug test the lawmakers as well. If I understand correctly, THEIR paycheck comes from our tax dollars as well.
Id be willing to bet they make quite a bit more than your welfare recipients, and they collect on it for quite a bit longer than any welfare recipient I have ever seen. (aka Full retirement bennies after 'serving' one term)
I agree that welfare candidates are 'high risk' for bad decision making, but the people empowered to make decisions for them (as well as all of us) need to be tested as well.

It is way past the time for the working class in this country to demand that those in charge of spending our money are fit to do so.
I don't believe for a second that they live by the same rules and laws they set for us.
Getting closer..
This may feel invasive to a lot of people, but after personally seeing people who abuse the system (and do use benefits to support a drug/alcohol addiction), I am completely for the drug testing. If I was in need of welfare, I would gladly pee in that cup!
However great this is, it's only one step. There are other programs, and people do abuse them.
I think people should have to prove that they are employed or at least ACTIVELY seeking employment to gain ANY assistance. I am a single mother, and I work hard as hell. I don't qualify for ANY assistance, but I can't support my son and myself alone either.
Why should those who don't care (not saying all recipients don't care) receive benefits my tax dollars pay for, and I can't get anything?

How is it hurting them. If they are doing drugs we shouldn't have to support there habit. Seems like a no brainer. This is a long overdue policy.

Until they test all recipients of government money this bill is just another tpublican method of interfering in peoples live. Given all the bills introduce during this "silly season" it is obvious that the representatives are on something. Bobby claims to be business friendly but forcing people already low on money to give money to labs is going to far. I am sure some on welfare use drugs, but to use that to say all use drugs would be like saying that since there are some avowed homosexuals in the republican party all are homosexuals.
