By Wednesday morning's rush hour, green tarps will be removed from the exit signs, concrete barriers will be gone and thousands of motorists will be cruising new Interstate 264 ramps at London Bridge Road.
It's all happening eight months early and under budget.
"It was a pretty smooth job from start to finish," said Matt Sutton, assistant superintendent with Waterfront Marine Construction, the Virginia Department of Transportation's contractor on the $9.4 million job.
"We decided to hit that one hard and get that one behind us so we could move on to other projects," he said. "It was a lot of Saturdays and a lot of overtime and cooperation from some good subcontractors."
VDOT spokeswoman Brooke Grow added that there were few, if any, of the typical construction delays related to weather, material delivery, staffing or inspections.
The full cost won't be known for another month after smaller tasks like fencing and landscaping are finished, but both VDOT and the contractor say the project will come in under budget. VDOT already had spent $6 million on engineering, right-of-way and utilities.
The new ramps, which will carry traffic from I-264 east to London Bridge Road and from London Bridge to I-264 west, will open in the early morning hours Wednesday. The new exit is less than a mile east of the Lynnhaven Parkway interchange and is numbered 19C.
Motorists now have no direct access from the highway to London Bridge or Great Neck roads and must use the Lynnhaven interchanges instead. About 50,000 vehicles a day use the Lynnhaven ramps.
As a result, traffic often stacks up on the interstate at that exit ramp in the afternoons. And in the mornings, the double turn lanes on Great Neck Road at Virginia Beach Boulevard and on Virginia Beach Boulevard at Lynnhaven Parkway are jammed with vehicles heading toward the interstate ramp.
The new interchanges will allow motorists heading to and from the London Bridge and Great Neck areas to avoid winding through city streets. The exit ramp ends at London Bridge Road, and motorists can turn right toward Oceana Naval Air Station or left to Great Neck Road. The on-ramp takes motorists under the interstate before looping onto I-264.
The new ramps are expected to reduce traffic volumes at the Lynnhaven interchange by 32 percent by 2032.
The project included adding a traffic signal on London Bridge Road, which means three lights in a fairly short distance. Traffic engineers will be on site and in the city's traffic control room the first few days to monitor and tweak the signal timing so that vehicles move through with the fewest delays.
The London Bridge Road project is the first new interstate interchange in Hampton Roads since the Busch Gardens Interstate 64 ramps were built on the Peninsula almost 10 years ago. The new ramps are the first part of a two-phase project that includes reconfiguring the Lynnhaven interchange; that's not scheduled because of a lack of funding.

Light timing is way off!!
Tried to go this way this morning and after sitting through two light cycles I gave up and took Va Beach Blvd. Only about 7 cars made it through at a time. There were city workers that were observing but just sitting in their trucks watching the traffic get worse and more backed up. At least there wasn't a back up turing onto Lynnhaven but I'll try again tomorrow!

Eight months early and under budget...somebody at vdot wanna ask this contractor what they know about tunnels?
London Bridge Interchange
Wow! It only took 46 years after the Toll Road was built. Cut through Point O' Woods nearly every day from 1984-86 and 2004-11 to get on the Toll Road. I really miss the speed at which progress comes to the Beach now that I've moved away. Bless the leaders who let us fritter away our days taking shortcuts or waiting to turn from the Boulevard onto Lynnhaven or from Potters onto Great Neck. Put the Navy and DoD Civilians on the bus and save billions. I just concluded 7 years driving to LAFB...watching the same folks drive from Wmbg to Dam Neck and from Ocean Lakes to NSN. Your service is appreciated but the indolent abuse of the region's transporation system is not.
Lite Rail Stopped
If look at the ON Ramp you will notice it goes under I264 in the old train track underpass, where the proposed lite rail is supposed to go. Can't put the train there the cars beat it. So the lite rail cannot go to the beach now. It will just have to stop at the Town Center.
Your Wrong
Looking at the 2nd picture, the railroad tracks/right of way are on the other side of the chain link fence, the fence seperates the on ramp from the right of way.
This was
a well planned and carried out project. It will help alleviate a huge traffic problem each and every afternoon. Thanks to all who helped bring it about. This is an example of something good for many for a reasonable amount of money.... versus the Laskin Road Project which is approaching 50 million dollars and makes a traffic situation worse and benefits about 3 people.
I can't believe so many
I can't believe so many people are complaining about such a wonderful thing -- a new interchange to ease traffic conditions, finished EARLY and UNDER budget.
Wow people are really a bunch of negative complainers with nothing better to do that share their negativity and try to bring others who are happy about this down?!?!
I live in Princess Anne which is in no way a rich area... my traffic on Lynnhaven Pkwy will be eased because of this. So will traffic trying to get on the Rosemont road interchange which is not a rich area either.
GOSH people will find ANYTHING to complain about when they are not happy! Go Volunteer somewhere and make a difference!!!!
most of the complainers
are the Light Rail proponents and the class warfare folks. They think money spent on the roads is a mistake and is bad for the environment and then some on here think it is for the more affluent neighborhoods off London Bridge (which of course is not true... it's not rich has much industrial use) being helped instead of a poorer section. I absolutely am not kidding you.

meanwhile Witchduck road is being completely redone (correct me if I'm wrong -- is that a rich part of town)? And a brand new recreaton center being built on Newtown Road which is NOT a rich part of town. But let's turn a blind eye to that and keep complaining ha ha.
Interesting how all the refurbishment and upgrades are
happening in the eastern end of the of Va.Beach. Can tell where the influence lives.
