A Norfolk lawmaker's legislative assault on the impending reimposition of tolls on the Downtown and Midtown tunnels hit a roadblock Thursday.
Del. Kenny Alexander's measure, HB1297, was tabled on a 3-2 party-line vote by a Republican-controlled House of Delegates subcommittee, meaning it is unlikely to advance.
The bill would have required that no revenue generated by tolling one transportation facility could be spent on any other facility. The measure was aimed at the state's pending deal with a private partner to reimpose tolls on the two Elizabeth River crossings.
Most of the revenue from the tolls would go toward a two-lane expansion of the Midtown Tunnel. The Downtown Tunnel would be upgraded, but no capacity would be added there.
The panel voted down the measure after hearing from Assistant Transportation Secretary Matthew Strader that Alexander's bill would be the death knell not only for the tunnel project, but also for the planned expansion of Dominion Boulevard in Chesapeake. That project, which includes a four-lane replacement for the Steel Bridge, will also carry a toll.
Alexander told the House panel a toll is a user fee, a "fare for passage." Motorists who use the Downtown Tunnel should not be charged a fee that will be used somewhere else, he said.
"People are very much opposed to those monies being diverted," he said.
Alexander, a Democrat, got a bipartisan boost from Patrick McSweeney, a former state Republican chairman, who called the planned tunnel tolling "a disguised tax."
"This is a very dangerous practice, using the revenues from one project to fund another," he said. "If it's going to be done, it ought to be done in a straightforward way by imposing a tax."

TOLLS WILL CREATE MORE PROBLEMS
I was born in Portsmouth, I remember the Ferry's to Norfolk. I remember when the first tunnel was built and we paid 25cents each way. I remember the mid-town tunnel being built. The traffic had gotten so bad by the mid 80's it was horrific. Here we are in 2012 and they want to add tolls back and create more traffic problems. With state taxes paid on gasoline and other items, why is this necessary, when it will only cause accidents and traffic tie ups, taking $ from worker's trying to survive. Wouldn't it be cheaper and easier to build a high rise draw bridge, with large boat traffic being limited to specific times of the day and night, and not around the busy hours? Sounds like millions could be saved by the state in looking into this and would eli

And to think--this is happening in an election year--and a presidential election year at that.
Tickets not Tolls
Need money? Start fining the morning (westbound) Downtown Tunnel folks who drive the left lane only to either switch lanes inside the tunnel or after (crossing the double white line) to make the Portsmouth exit. Not only will this raise money but also make the morning commute safer. Just a thought from a daily tunnel commuter.
Big deal, politics lost
Duh. This had no chance of passage whatsoever. Of course it failed. It would have failed at one of 100 other points in the legislative process. If the Commonwealth had a better economic interest in the connections between Portsmouth and Norfolk, it would be a state priority. It isn't. Again, DUH. This is the only way this sort of road project will occur in our lifetimes. Alexander's bill was dead on arrival and everyone knew it, most of all him.

Remember what Republicans have accomplished with their "smaller and less invasive government" and "no new taxes" claims. Vote em all out!
Republicans on the wrong side of every issue
How is it that the Republicans are on the wrong side of every issue? Tolls are a stupid remnant of the Middle Ages. Raise the gas tax, fix the roads, and go with it.
