Pentagon seeks more base closings, benefits changes

As defense officials look for ways to pare spending, they're asking Congress for two rounds of military base closings - known by the acronym BRAC - beginning in 2013, as well as fee increases for military health care.

The most recent Base Realignment and Closure commission, in 2005, led to the closing of Fort Monroe in Hampton as well as a recommendation that Oceana Naval Air Station in Virginia Beach be shut down. State and local officials managed to keep Oceana open with pledges to more strongly address the Navy's concerns about development encroaching on the base.

The request for two new BRAC rounds, in 2013 and 2015, is contained in the Defense Department's fiscal 2013 budget proposal, which was released today.

Base closings are one of three main cost-saving measures highlighted in the proposal. The others are:

- Reducing the size of the military by 2017, taking the Army down 72,000 to 490,000 soldiers; the Marine Corps down 20,000 to 182,100; the Navy down 6,200 to 319,500; and the Air Force down 4,200 to 328,600. The Reserves and National Guard would see more limited reductions.

- Force structure reductions to save about $50 billion, including cutting at least eight Army Brigade Combat Teams, six Marine Corps battalions and four tactical aircraft squadrons, seven Air Force tactical aircraft squadrons, and retiring seven older Navy cruisers.

The Pentagon is continuing to scrutinize the cost of pay and benefits as well, which it says have grown nearly 90 percent (30 percent more than inflation) since 2001.

The budget proposal calls for a 1.7 percent pay raise for active-duty personnel. But basic pay raises would be slowed following the 2014 fiscal year.

The budget also proposes changes in military health care - increases in TRICARE enrollment fees and pharmacy co-pays and new enrollment fees for Standard/Extra and TRICARE-for-life. None of the proposed fees would apply to active duty troops, survivors of those who died on active duty, or retirees who retired due to disability.

In all, the department expects to save $29 billion in pay and benefits over the next five years. That's slightly more than 10 percent of its overall savings goal. Pay and benefits represent about one third of the defense budget.

How about welfare cuts???

Welfare cuts??? Not going to happen. Obama wants everyone to pay their fair share. How about a 9% flat tax for everyone? Not going to happen. That would be too fair. Be successful and get penalized. Better to drop out of school, have a bunch of kids and get on welfare. Why even bother looking for a job.... My rant for the month.

This is getting ridiculous

I remember reading about medieval wars containing more troops on one side to defend a small country then the end number they quoted for the Army. I assume someone out there thinks we are so big no one will ever attack us?

I WONDER WHEN our CONGRESS...

...is going to cut back on their own excessively generous golden parachutes. Our Founders intended for our representatives to be self supporting citizens who would costs the government little or nothing. Today Congressional benefits look more like third world royalty/ overlords living generously off the serfs.

Coincidence?

The President submits a budget that has a $3.8 Billion deficit and his appointees in the DOD want to make deeper cuts in defense spending than have already been proposed.

THE NEWS REGARDING THIS ADMINISTRATION JUST KEEPS GETTING WORSE

This President wants to cut billions from our National Defense while at the same time announced plans to help "Arab Spring" countries swept by revolutions with more than $800 million in economic aid, while continuing to send military aid to Egypt. Come on folks, please expalin to me why you don't get it. What's more important to you, our ability to defend this country or submission?

More inefficiency

Can help but wonder at the built in waste. Why 2 BRAC's? Can't we get it right with just one?

yet both sides of the isle will look to the military first. They will eagerly use the can do spirit found in the military and just pile more things on these guys. When they are done giving their bodies to this country, congress tells em pay more, you have not done enough for our country, yet. Your getting things easy.

These 7 cruisers gone, the rotational demands on the Navy will not be lessened, which means more demands on the existing ships AND Sailors.

Prices going up, but the faulty way the CPI is calculated, inflation is close to 1.7, what a joke. Inflation is on the rise and we will soon be into hyper inflation. I can see it, but the Govt as a whole does not want to.

Yet so many people trust the gubrment. Why, when they lie often?

How do you say BRAC

in British English, German, Serbo-Croatian, Japanese, Korean, and the languages of many other countries where we have outdated and unneeded bases?

brac is not interested...

...in cutting the overseas resort site bases they so often need to inspect in their junket travels.
