One of two parking enforcement workers accused of stealing coins collected from parking meters pleaded guilty in Circuit Court on Monday.
Christopher Miles Williams, 33, pleaded guilty to embezzlement, conspiracy to commit grand larceny and failure to appear and is scheduled to be sentenced May 8.
His co-defendant, 51-year-old Mark Anthony Apperson, pleaded guilty in October to embezzlement and conspiracy to commit grand larceny and is scheduled to be sentenced March 6.
Both men admitted redeeming $739 in change collected from parking meters for cash at a grocery store. A store manager called police when he noticed the men had the words "Meter Enforcement" printed on their uniforms.

The Whole Freakin Parking Organization are Thieves and Crooks
The whole concept of having locals pay to park anywhere at the resort area is a criminal enterprise unworthy of any support from the community at any level. Institute a seasonal Comprehensive Resort Area Parking (C.R.A.P.) Pass available for no more than $50.00 to locals living in a discrete series of ZIP code locations to offset the displeasures we continually encounter during the limited 5 month resort season. That pass would allow parking anywhere at the resort area for no more than $1.00 per daily visit.
What do the parking fees go to anyway? Careless collectors motoring around on their wee-little motor bikes without due care or caution? Cannot be going toward much since the profits of theft are usually hidden from plain view anyway.
Come on Puddin - you can't
Come on Puddin - you can't be serious.
"criminal enterprise unworthy of any support from the community at any level"
Your kidding - right? I'll admit that the collectors are crooks - no doubt about it. But to label the collection of parking fees as you do says a lot about the decision you made where to live.
Parking Fees are Taxes to Access Free Beaches, Nothing Else
When first moved here, parking at resort area was free and stub streets had parking from south to north. If hotels and restraunts were pulling their load, it would remain free to locals and visitors alike, but they are not and this is one low-ball way for the CoVB to fill the many voids. Why charge before Memorial Day and after Labor Day until October 31 - to hose the locals of course because few others are here to feed the meters. All junk, all trash and until ceased or until the low-cost Comprehensive Resort Area Parking (C.R.A.P.) Pass is available to those in limited ZIP code locations, every coin dropped will be accompanied by a tirad of verbal assaults degrading metergoons, council, mayor, manager, others. Listen up and you will hear!

Duh - you decided to live near a resort area
Your complaint about parking fees and other inconveniences associated with living near a resort is mildly amusing. Kinda like deciding to live near an airport and then complaining about the noise.
You made a conscious decision to live near a resort area and can always make a conscious decision to move if the hassles are too great.
Laugh away dropping coins and dishing cash, I do not
Nuff said.

Aww yea. For once it's not
Aww yea. For once it's not Norfolk!
PS. Norfolk solves this issue by having a police officer follow the guy with the coin jug around to all the meters.
Thank you...
to the store manager. I hope someone recognizes you for saving this city's money.
This isn't the first time one our parking meter enforcers has ripped us off.
Sometimes it feels like the crooks are working for the city while the honest and hardworking are struggling to find jobs... *sigh*
