Ex-Virginia Beach prosecutor pleads guilty to stealing crime victim funds to cover gambling debts

Former Virginia Beach prosecutor James Panagis on Friday admitted to stealing money meant for crime victims in order to cover his gambling debts.

The Virginia Beach courthouse is located in the city's Municipal Center and houses its General District Court, Circuit Court and Juvenile and Domestic Relations District Court.
