Special education students in Virginia's elementary and middle schools are eligible to participate in an alternate assessment if their disabilities prevent them from showing their knowledge on the state Standards of Learning exams.
State officials are concerned that schools are abusing the Virginia Grade Level Alternative to earn accreditation because pass rates for special education students are much higher on the alternative than on SOL exams.
Schools and school divisions vary widely in how frequently they direct students to the VGLA.
