Gas prices are up. Food prices, too. And now comes electricity.
Dominion Virginia Power, the primary electricity provider in Hampton Roads, has asked state regulators to approve a fuel rate increase that would boost the average bill for residential customers by about 18 percent.
The change, which would take effect July 1, would increase the bill for a customer using 1,000 kilowatt hours of electricity per month to $107.20, from $90.59, or an extra $200 per year.
In its filing to the State Corporation Commission late Tuesday afternoon, Dominion attributes the need for the increase on the escalating costs of commodities, particularly coal and natural gas, needed to run power plants.
"We are in a skyrocketing commodity-price environment," said Mark McGettrick, president and chief executive officer of Dominion Generation, the utility company's sister division that operates power plants.
"This is a large increase. We realize that."
The company passes the "fuel factor," which reflects its costs to buy the fuel, directly to customers with no markup for profit. Dominion projects it will spend $1.1 billion more on fuel to run its plants during a 12-month period beginning in July.
The fuel factor would increase to 3.893 cents in July, from 2.232 cents per kilowatt hour now, if the state commission approves it. The fuel rate represents a portion of the supply charges on Dominion's bill and, with the proposed change, would amount to about 35 percent of a customer's total monthly payment.
State law allows Dominion to apply annually to adjust its fuel factor. Last year, Dominion raised its fuel factor by about 4 percent, the maximum allowed under a 2007 law that returned the power company to a regulatory structure.
Before that, from 2004 to 2007, Dominion operated under a rate freeze - including the fuel factor - as part of the state's previous plan to transition to a deregulated electricity industry. Under the 4 percent limit, Dominion had to defer $697 million in actual fuel expenses that the company incurred since 2004, McGettrick said.
Starting in July 2009, Dominion has proposed to recoup that deferred amount through incremental fuel factor adjustments over three years. The company's filing requests the recovery of a total of $1.8 billion to cover both the projected fuel costs for the next year and the deferred amount.
The State Corporation Commission now will review Dominion's application and probably will hold a public hearing in the next several weeks. The proposal also includes an expansion of existing programs to help customers manage higher bills.
Irene Leech, president of the Virginia Citizens Consumer Council, said she wondered whether the plan to defer a bulk of the fuel costs would benefit consumers in the long run, as energy prices probably will continue to climb.
"It may mean that we're just delaying the day when we have a huge increase," Leech said. "I don't see any reason that prices will go down."
Other than the fuel factor, Dominion has operated under the same rates since 1999 and has earned more than it should as a regulated monopoly, Leech argued. With those excess earnings, she suggested, the company could absorb a bulk of the fuel expenses it has proposed to pass to consumers.
Dominion Resources Inc., the Richmond-based parent company of Dominion Virginia Power, had earnings in 2007 of $2.54 billion, or $3.88 per share, compared with net income of $1.38 billion, or $1.96 per share, for 2006.
Energy costs have risen sharply in the past four years. The spot market price of coal has risen about 46 percent since May 2005, according to the Energy Information Administration, the research division of the U.S. Energy Department. Natural gas has climbed almost 31 percent between January 2004 and January 2008, the agency's data show.
Of the total megawatts produced by Dominion's plants, the largest percentage comes from coal, at 37 percent. Nuclear plants produce 29 percent of its electricity. Natural gas accounts for 7 percent, though the growing use of natural gas in the Northeast has influenced commodity prices nationwide.
"We have had fuel rates that are significantly below current market for the last four years," McGettrick said.

Types of Power Generators
Dominion has 37 Different Power Generating Stations total
11 Coal, 2 Nuclear, 11 Gas, 9 Oil, 3 Water, and 1 Other... Now whats with the need for so much diversity? Maybe so that whenever any one fuel type goes up they can raise rates on all the rest? How about we pay for increases only on those generators that pretain to us and let Dominion get the rest of them switched over nuclear for cheaper rates all around.
Does some good
This is another example of the inflation we have experienced over the last three years. Goverment agencies such as the fed and the media will tell you it does not exist, but we know better. The good news is that inflation hurts the rich more than those of you complaining. Eventually, all prices including income will surge, thus reducing the value of your debt. Now get out there and raise the price of your products!

Nuclear Power
About forty percent of the energy produced by Dominion comes from their nuclear facilities in Surry and North Anna, Virginia; Millstone, Connecticut; and Kewaunee, Wisconsin.
The other sixty percent is derived from coal fired, natural gas fired, hydroelectric, or oil fired plants.

Power bill increase
When I talk to my doctor I will tell him not to give me any more meds. Then I can pay my power bill. There are enough bills for people to worry about without having this one increase. I got rid of my car because I couldn't afford the gas or ins. due to utility bills. Now I guess I can go without my meds too; or at least the ones I can afford to get now. There are people out here that have ins. and still can't afford the RX copays. This increase will make that choice for us. We can suffer and pay our utilities instead. Thanks folks. If you get this increase are you going to help pay for my funeral when I can't afford my meds? I don't so. Why don't you think about us little people once in a while instead of your wallets. Oh I forgot. That would make you humans and we can't do that.

All of you who are complaining must recognize that the course this nation has followed for the past 7 years has resulted in the housing mess, the oil prices, and now Dominion Power's request to pass on their fuel costs. Therefore, each of you should find someone who voted for the current president in 2000 and again in 2004 and pass on a heart felt "thank you". You get what you vote for.
The only justice here
If the Virginia Power Commission has any guts at all, they'll give them a rate hike alright: of 1% and nothing more. Dominion Power has all that money to pay for full page adds in the newspaper AND pay for high priced lobbyists to attack Virginians, all they should get is a 1% raise.
But between their high priced lobbyists and having all those people in their back pockets, don't be surprised when they get their rate increase.

I wouldnt say we are fat and lazy. The cost to convert to solar and anything else offered is too high. It is all because dominon wants to make more money, and nothing else! Just plain greed on the companies and I hope our government will put a stop to it. Its hard enough living pay check to pay check, we go broke just driving to work! This all needs to end!
Alternatives
There are ways to offset the increase. My family does the following:
1) we only flush when the toilet is full
2) we use only 1 square of toilet paper
3) we wash our clothes once a week- we wear pants for 2 weeks before washing and underwear at least two days
4) we dry our clothes outside
5) we use candle light at night
6) we open our windows at night during the summer
7) we bought an outdoor firepit to cook on
8) during the winter, we wear at least 3 layers of clothes
9) we take cold baths; my kids go first, then my wife, then me- we use the same water
That way, we save money so we can enjoy cable and the internet. Also, we save enough money to pay for our cell phones and rims.
Not just electricity
I figured that sooner or later the price of electricity would spike and would drag up cost of most things we use. The price of food has been on a tear recently, and the supermarkets won't have much choice but to pass the higher cost of electricity on to the food buyer, so standby for even more expensive food. Extrapolate that to every store and business that you frequent. They'll have to either raise prices to compensate for higher electric bills, or take a loss on it, which is unlikely. Even your corner gas station uses electricity to run the pumps, lights, and cash registers, so they'll add that to the price of a gallon of gas.
It all goes back to a Congress that for 20 years has been hostage to the environmental movement. No nuclear plants. No drilling in ANWAR. No drilling off the coasts. The chickens are coming home to roost.
TAX RELIEF CHECK?
guess we know how our tax relief checks will be spent... let's see, gas prices up, food, electricity, and oh yea, don't forget it's personal property tax time.
Capitalism is all well and good.. but
The government should limit a monopoly's rate increase to be commensurate with the average salary increase of its customer base. If the average pay increase is 3%, then the monopoly should not be allowed to increase its rates by more than 3%. Until this happens, our standard of living will continue to erode.
We are fat a lazy
Since the early '70's we have been warned that our energy consumption is excessive, and what have we been doing, little to nothing. Now you folks are going to complain that there is some conspiracy to rip you off. 15-20 years ago can any of you honestly say that you considered getting appliances, cars, or any other energy consuming goods to lower your energy consumption footprint? I did, because I heeded the warnings. Now it looks like the only way to get the rest of you to do it is to make all of us pay more for energy. Thanks. BTW, even with that bump, Virginia is still an electrical bargain.

That's almost DOUBLE in one year's time, and now they're trying to tell us they need to raise rates by 18%? I guess the need to keep their shareholders wealthy exceeds the need to keep the customers happy. Oh, wait, it's a monopoly - we don't have a choice whether or not to be their customer, so they can stick it to us as they wish. I truly would be surprised if the state was to tell them no, suck it up, people are paying too much as it is. That is truly wishful thinking.

There should be no electrical generation from natural gas. 100% nuclear for all plants, other than hydro, solar, wind, etc. Good find on the profits they are making. It's just like the old housing thing. Nothing has really changed that much over the past few years to warrant the price increases, other than perhaps the declining value of the US Dollar (thanks to things like the housing bubble, and the fed printing so much money).

Well you might as well kick John Q Public while he's down - your executives have to pay their bills some how - just keep on beating the life out of the little guy - I guess soon it will be candels and windmills for everyone instead of having satelite dishes in your yard - buy you a windmill - or solar panels. The alternative is looking better all the time - BUT where does it all stop????????
Proactive Consumer
Use energy wisely and show that you are in command. Go through your home and evaluate your consumption. Manage all your smaller electronics through a power strip (surge protector). Poorly maintained appliances consume higher energy. Give your refrigerator room to breathe. While away for a day or two, unplug, and reset upon returning. Summer months, shut off vents to unused rooms and raise the thermostat. Winter, turn off circuit to water heater often and lower water heater thermostat.

How is raising the price of a product due to increases of raw materials "robbing the customer?" So DP is to keep their prices the same and start losing money? Sorry, but that isn't the way it works. I'm not pleased with a price hike, but it is inevitable in the current market/situation (I’m surprised it hasn’t come sooner). And keep in mind; they haven’t raised prices, their asking the SEC for permission to do so. So please stop with the "greedy" and "robbing" comments, why don't many of you complaining get rid of your cable television and cell phones if this is too much for you to handle?

It was only a matter of time..Dominion power has a fleet of trucks to run..and to speek the truth they been real good about restoring power after storms..EVERYONE is having tough times..you really want to help yourself turn the lights off when there not needed and adjust your t-stat or better yet leave the AC off till temps out side reach 80*..but most of all look around your house at night with all the lights off and see how many led lights are on TV box stove microwave radio computer all running on power and not being used...Dont cry do a better job conserving..just think next will be Va.Natl Gas,Hamp Rds Sanitation,Cox will pass on fuel surcharges..think how the gas problems will affect our school systems budget..HRT will have to raise rates IF YOU THINK IT WONT GET ANY WORSE JUST WAIT the fall out is just starting :(
Hampton Roads WORST place to live...WELFARE income
Anyone who doesn't believe Hampton Roads (Va. Bch.) doesn't have a high cost of living....think again. Real Estate Taxes, Gas/Fuel and now Utility increase? Where's the increa$e in salary/wages to support the cost of living here? Hampton Roads is polluted/littered with Staffing/Recruiting agencies offering $12/$14 hr. and Gov't (Part-time) contractors and then the job hunt begins all over again. I see a BIG recession happening here in less than 3 months when the majority of VB Citizens will be applying for Welfare benefits so they can afford food/medical care. The only OTHER solution is to get OUT of VB (and Virginia). WAKE UP MAYOR...you need to do something to elimate the B.S. Car Tax/Real Estate Tax to keep citizens here instead of driving them OUT of VB.
