State Police have issued a state-wide bulletin for a man wanted for escape in Richmond who may now be in Hampton Roads.

Timothy Wayne Kelly is wanted by the State Police and the Virginia Department of Corrections after he allegedly fled the Rubicon Rehabilitation Center, which is not a security facility, in Richmond sometime Sunday night.

Kelly has an extensive criminal record dating back to 1978 involving numerous larcenies and breaking and entering convictions, State Police said this afternoon.

His last known address was in the 300 block of Logan Place in Newport News and he is believed to have returned to that area.
