A movement is on to build a monument to local public safety workers who died in the line of duty.
The project is in the early planning stages, but organizer William H. "Bill" Kline Jr. envisions a memorial with three statues, one each for firefighters, police officers and sheriff's deputies.
The City Council embraced the idea this week with a resolution supporting in principle the use of public property for the monument, which is yet to be funded or designed.
Kline, a real estate agent and former First Citizen of Portsmouth, was moved to pursue a memorial after his family was honored in Philadelphia for his late brother, Jim.
Jim Kline was drafted out of the police force there and killed in Vietnam. He received the Distinguished Service Cross posthumously for rescuing six soldiers and trying to save more.
Bill Kline Jr., whose father and four other relatives also served with the Philadelphia Police Department, said the recognition is just as important for the families who suffered the loss.
"That's what just thrilled our family - when they showed how much they appreciate it," Kline said.
The Portsmouth Fallen Heroes Memorial Foundation will solicit private dollars when it is ready to begin fundraising. Members plan to meet next month to discuss ideas with a Minnesota company that specializes in statues to servicemen and women.
Brodin Studios builds life-size bronze statues that are true to the tiniest detail - even radio model numbers, said Portsmouth Police Capt. Garrett Shelton, who is helping with the project.
"It is specific to the agency and what equipment we use," Shelton said. "Even if we put a firefighter in turnout gear, it would be a Portsmouth firefighter in Portsmouth turnout gear."
Shelton said he has been working off and on for 10 years to put up a monument for his department's fallen members. Kline's efforts helped organize all the public safety agencies into a larger joint memorial, "which is, hands down, the best way to go with this thing," Shelton said.
The Portsmouth Police Department's Web site lists a Roll of Honor for 12 fallen members, the deaths dating to 1871. The most recent is Officer Richard L. Spaulding, who died of natural causes in 2005 while transporting a suspect after a vehicle pursuit.
In 2006, Deputy Charles A. Fisher became the first local sheriff's deputy to die in the line of duty. He was fatally injured in a motorcycle accident en route to a funeral procession escort.
Portsmouth Fire, Rescue and Emergency Services counts six fallen members, the last being Kirby M. Daniels in 1992.

Mr. Allen, I couldn't agree with you more on the circle issue. As far as being involved in my new location, I certainly am. I was born and raised in Portsmouth, as were my ancestors. I have a vested interest in what goes on there and find the articles, and comments, on line quite interesting.

I agree with you r.j. and ptwonle yes left p-town should now concentrate on the city/community he resides. With that on this particular subject well we know the traffic circle was a waste but like I have mentioned this before..... I think the best place for a memorial is right in the middle of that traffic circle.

That circle was a waste of tax payers dollars...ask just about anyone. Glad one citizen is utilizing it. I don't live under a rock and am glad to be out of P-town. There are so many other issues that need to be addressed such as downtown flooding (using kayaks to navigate one's way around city streets) for starters. Oh, but a $2M traffic circle was an absolute must!

The "logic" for construction of the traffic circle is as follows--
City owned a parcel known as the "Desks Inc." site. Remember that round building next to where the road used to curve?
Desks Inc site was too small for any kind of major redevelopment.
City also owns land next to Ntelos Pavillion.
Idea was to realign road closer to pavillion, making Desks Inc site big enough to attract development, while at the same time creation of circle would allow constuction of an access road to the old Coast Guard pier north of NNSY, south of new marina. Circle was built.
Access road was never built--so no access to pier, and it now remains undeveloped.
Desks Inc site was expanded, a request for proposals was put out to developers.
A developer submitted plan for large mixed-use building, which was accepted by city; developer spends thousands on engineering and architectural plans.
City, soon after acceptance of developer's proposal, changes their minds, deciding Desks Inc site should be location of new courthouse, and pays developer thousands of dollars for their costs of engineering/architectural plans---being paid to Not build.

So---with no access to pier, pier not developed, no developer for Desks Inc site and it is not developed.
The construction of circle was well-intended, all other decisions related to it were poorly made.
The potential of the lands adjacent to the circle are promising, yet the property lays fallow, potential tax revenue wasted currently.
This represents the "logic" of leadership.

Sadly, this issue has been danced around for years with the Police Department and lack of funding by City officials. Why not erect monuments in that useless circle that no one uses?

why don't you concentrate on the community in which you now reside,
