Fair Fare
HRT should br 100% subsidized by the cities involved, It should be contracted out to the lowest bidder.
The only people to use it are the less forunate in the economic society. They are without cars and must travel via mass transit.

How much are the cities paying now for this service that is crap? I believe some cities are already paying $20 to $40K for their fuel bills.
I'm sure that the amount of $$$ the cities pay is about go up which will lead to tax hikes in cities while HRT can smile and say we've kept our rates low.
Must be bad when you have ignorant boobs running a group that has to hire an outside company to figure out how to cut waste...

i happen to know someone
who has seizures and can't get a VA license due to that. Yet he has a full-time job, making more than most middle-class people, pays his taxes and his own health-care, etc etc etc...but has to rely on public transportation due to his medical condition, which you couldn't spot by looking at him......
so glad you're able to place everyone into neat little categories, but he is FAR from a moocher.

Bus fares
What ever happened to purchasing tickets on the bus for the distance to major stops at differing costs, then the $1.50 would vary from, say $0.50 to as high as $2.50 depending on where passengers get on and where they want to get off. It's been going on with city transits throughout America for near a century. Spread fares, don't just charge one fare for all - it's not fair.
The Fare is too low.
The all day bus fare is less than it would cost to park in Norfolk for the day. People who drive cars to Norfolk pay $8.00 a day while the All-Day Fare is only $3.50.
Other than being too low, another major problem with the All-Day fare is the theft of service through unauthorized transfer (and even re-sale) of passes. The card says right on it that it is "non-transferable", but the passenger base does not understand that if they give their card away (or re-sell it) every single day, eventually they'll end up paying for that second person to ride every day. HRT passengers consider it "they're right" to give away/resell their pass when they're finished riding the bus for the day.
The first passenger to use the day-pass pays $3.50. When they're done, they sell it to a second passenger for $1. HRT's income for the two passengers should be $7, but because of unauthorized transfer of the pass, the HRT income stays at $3.50. When that second passenger gives it away, HRT's income should be $10.50, but remains at $3.50 for three passengers.
Passengers who buy the weekly and monthly passes don't abuse the service nearly as much, so they should have the smallest increase. Sin

Fares only cover 20% of the operating expense? And the HRT leadership thinks that is ok and won't raise fares? HRT leadership needs to go!
