Lottery
When the state pushed to get the lottery implemented in Virginia. The campaign was the money would go for schools and roads. Now we have Tole's on our roads. I believe the schools like so many other Government agency's get plenty of money they just do not spend it wisely.

Lottery Gains
I do recall that the statement was made to keep funding the state education system at the same formula that was before the lottery. Now saying that, I think all the social programs (welfare, if you want)could be paid from the lottery too.
What is the percentage of tax revenues used for the programs, education, and pensions/retirement benefits? Could we see a pie chart?
Then would make intelligent decisions on where the lottery gains go.
As I recall only about one third of the monies received from the lottery goes into the state coffers.
Lottery money to politicians?
Interesting pointing out a special interest crusader, guess they disagreed with your special interest. Funny how that works. Did we really expect politicians and lawmakwers to do what was right with EXTRA money. Did everyone really think they would take the tax money and spend it like they should? No they will always look at it as found money and spend more elsewhere while all the while screamiong they still dont have enough along with the cusaders. Talk about a special interest.

... do some good damage control to the rather poor reputation they have for being honest with the people they represent, they will restore the lottery winnings to be in excess to the obligatory funding they provide education.
Lottery Monies
There never seems to be enough money to satisfy educators. Maybe a sharing exercise with VDOT would ease some of their angst.
