A 10-month-old baby, Braxton Taylor, died two years ago at the hands of his foster mother. She’s locked up on a voluntary manslaughter conviction after investigators determined she shook the boy to death.
Now the baby’s biological mother is speaking out. Kristen Wall, 30, says she alerted a social worker of possible abuse during a supervised visit with her son days before he died. She noted numerous bruises on his head and back, but she says no action was taken.
“The social worker brushed me off,” Wall said in an interview Friday with The Virginian-Pilot.
Her remarks came a day after a TV news report raised questions about the city’s handling of the case.
Robert Morin, the city’s Human Services director, was unavailable to comment on the allegation. He told WTKR-TV his department hadn’t done anything wrong.
Wall, however, says social workers should have known something wasn’t right and stepped in.
She first made the claim nearly a year ago, before the criminal trial, in a pair of wrongful-death lawsuits filed against the city and her son’s foster parents. Wall and Braxton’s biological father, Ralph M. Taylor Jr., are seeking damages totaling more than $6.1 million.
Both civil suits are pending. The City Attorney’s Office filed a motion this week to keep the Human Services case file sealed, citing confidentiality laws.
Wall, who has a lengthy criminal record, gave birth to Braxton in April 2009 as she was preparing to face numerous drug-related charges. He was placed in foster care while Wall worked on her drug addiction, according to court records.
The boy thrived for seven months living with his initial foster parents, according to court testimony. But three months after he left their care, he was shaken to death by his second foster mother, 30-year-old Kathleen Ganiere.
She pleaded guilty to voluntary manslaughter last year and was sentenced to 10 years in prison.
When 10-month-old Braxton was admitted to the hospital just before his death, he weighed less than he did at his six-month checkup, according to a stipulation of facts in the criminal case. His testicles were crushed, and his groin, abdomen and ear were bruised.
Two weeks earlier, Wall said, she noticed injuries during an hourlong visit with her son at the city’s Human Services office. Wall said she asked the caseworker supervising the visit about bruises on the baby’s head and back and a gash on his lip.
The injuries are apparent in photos of Wall posing with her son during the visit. The foster mother told the social worker the boy had fallen, causing the bruises, Wall said.
“I told her something wasn’t right,” she said.
Wall’s attorney, Robert Haddad, said he hopes a judge will order the city to unseal the boy’s case file. It should include documentation of Wall’s short visit and her concerns, as well as what steps were taken to investigate, he said.
“It should have some answers.”

Crushed tesicles comes from more than being shooked to death! I can't believe these workers couldn't tell something was wrong. It's amazing someone can call and lie about a family and they tear their world apart in the process but can't tell one of their foster parents are warped individuals! I hope the parents sue the hell out of this agency and win! If the agency did nothing wrong why are all the records sealed????

Virginia Beach's Department of Human Services, as it so whimsically calls itself, should fire every CPS worker it has and start fresh with individuals who have the education, experience, and concern for the welfare of children required to perform in such a sensitive job. Some of these people seem to exist for the sheer purpose of traumatizing families. I've said this for at least 20 years and will continue to say it until the day I die. CPS workers in Virginia Beach deserve the worst embarrassment this case brings to them. May God bless the family of this child, and may He provide the comfort they so desperately need and deserve.
Sweet Braxton
I'm close to this case and believe the assigned social worker needs to be sharing a prison cell with the second foster mother who took his life. They both should spend LIFE in prison. She was at the home a few days before his death and there is NO WAY she did know something was terribly wrong. Unfortunately she has a history of being a lousy social worker and not putting the children's welfare first. She is an accomplice and needs to be locked up, but no she is still gainfully employed with social services. I agree with whoever said the bio parents don't deserve a dime. They are the reason he was ever placed in care. I understand people make mistakes, but they weren't willing to make the necessary life changes to get their baby back.

Except the bio parents didn't kill this child. I don't know their history and to be honest I don't care. These agencies make a habit of destroying people whenever they suspect something is going on; yet they can't see blatent abuse going on under their eyes????
Why sealed records City of Virginia Beach? What are you hiding? I think the public needs to demand these records be opened!

I don't claim to be an expert, but LOOK at the pictures of Braxton. How could anyone not see that something had changed.
The first picture is of a happy round faced baby boy. The second picture shows a disheveled, thinner faced child. Is that fear you can see in his eyes? Simply haunting!!!!
Why was he removed from the first set of foster parents? They must be heartbroken.
Orphanages: The topic is open all over the nation
I see that Braxton's death has raised few comments. But the Seattle Times (today) has a coincidental story that gives support to my view: We must begin to seriously reconsider looking to orphanages as an answer to our increasingly incompetent parenting that places children in great peril. It's entitled: Modern Orphanages `A Way Of Not Leaving Children To The Street' -- Foster-Family Shortage Gives Old Idea New Life. Given the explosive increase in irresponsible parenting, and the failure to "rehabilitate" parents, we'd better think seriously of other ways of finding solutions that work for children, and discount the failed efforts to restore parental rights and custody to chancy biological birth givers.
Second foster mother kills baby
Seeing that precious angel's face and the thought about what happened to him could have been prevented is infuriating. What good is Social Services if a legitimate concern is reported and they just sweep it under the rug and the poor child in question ends up killed? That's what's wrong with that system (no I am not badmouthing all Social Services people; I know that there are plenty of good ones); a lot of them are just in it for the paycheck and they sit on their posteriors and are not doing their job properly and could care less what happens to people. I hope a judge will force the city to open those files so maybe the truth can be exposed and all the guilty parties are brought to justice.
No Awards
No monetary award should be given the "parents" of this poor baby. The "mother" loved her drugs more than the baby and "father"...who knows?
Any monetary awards should be applied to the prevention of child abuse and/or better screening and follow up of faster parents.
At least this poor little baby had a few happy months with his first set of foster parents. It is too horrible to fathom the child's dismay at why his new foster mother was hurting him. It breaks your heart.
Why
was the child taken from the first foster family? It's never been said that I have heard.
