Child neglect is the same as child abuse. A parent that has no more remorse to leave a child unattened is abusing that child. A parent that abuses a child should never be allowed to have a child again. Places fines and putting them in jail does not do any good. Taking the child away and not allowing the parent to ever reproduce is the only thing that will work.
