wrong agenda, folks
the tolls will be utilized by the builder as they see fit. once it's collected, it's their money, noone else's. the state either stops the projects as a whole, or, as long as no laws are violated and tunnels/roads get built, minds its own business as to what a corporation legally does with its own money (collected tolls) at the risk of HUGE contract lawsuits---which the state, by presidence, will lose. and the tunnels, repairs, and roads will languish unfinished. i oppose this grandstanding blowhard maneuver accordingly. and for every day of delay, non-tolls supported money (your taxes) must be paid in compensation. for a contract cancelling: a forfeiture payment (your taxes) as well. the contract is a "done deal". it's too late.

A Fair Toll--put it on both tunnels
First, if your car gets 30 miles to the gallon, you burn 2 gallons an hour, so a 15 minute delay at the tunnel costs you half a gallon of gas which this morning was about $1.70 (more if you get fewer MPG)----so the toll is not so bad compared to any delays we now suffer.
Second, if you only toll the tunnel getting the improvements, many people will opt to use the other tunnel resulting in backups etc etc---look at New York City---any place you cross from NJ to NYC has a toll--thereby not creating a false incentive for backups at one tunnel

...an abuse of the peoples trust through dishonest use of undesirable fee/taxes assessed for a purpose other than what was stated.

Think about it. Maybe put tolls on I81 all the way to the PA line, use the money to build a rest stop in, say, Danville. Imagine all the companies that will be eager to build and get a slice of the commuter's forfeiture with a 13% guaranteed profit! All of the businesses will relocate to Va. BUT, suddenly find that unless they re-imburse the workers for tolls used in commuting, they will have no workers. Also, how long will the navy put up with excessive tolls?
As an aside, the idea of a people taking money from one place to fund work in another, does all of the money that funds the good DDS's insurance reimbursements come from HIS patients only? Or is the insurance company stealing from their customenrs in, say Fairfax? Just askin'.

Danville already has a rest stop, intersection of US 29 and 58.

You can bet that the tolls will somehow find their way to Northern Virginia.
Of course
The whole point of tolls is to tie the funding to the infrastructure.
That assures that those who pay the tolls benefit form them and that those who use the infrastructure pay for it.
Using tolls taken from commuters in on place to fund other routes is nothing less than stealing.
