I think that Waterside better decide what it wants to do and fast. Otherwise it deserves to lose Jillian's. And in that case, I hope they do move to Greenbrier so that people do not lose their jobs. My wife and I tried to eat dinner at Waterside (twice) but it was so deserted that it seemed un-nerving. The food was not the best either. And that is strange because a number of months ago the food was much better. This tells me that business is bad and they are starting to cut cost. Most restaurants cut cost by cutting staff and cutting corners with the menu.
Waterside use to be a fun, busy and active place. Today it is a wasteland. I think it is due to the economy in some part but also to the idiotic decisions of management. Yeah closing down the bars may or may not have been necessary. Let’s get past that for a moment. The next thing they do is alienate the teens by putting a curfew. This makes some teens want to boycott Waterside. Which in turns gives Waterside some bad press. Which makes more teens think about not going to Waterside. That would depend greatly on what "try" means. If they want to eliminate the uncertainty and actually produce and stick to a plan for Waterside then go for it. I really don't see it happening.

They should leave but I hope they are successful in the spot they have chosen at Greenbriar. Seems to not be a great location. Should have thought about moving to Va Beach, Peninsula, or City Center (newport news) towncenters.

I think Norfolk should lose waterside but I don't want Jillian's inside the Mall. Can they put it outside the mall building? Put it in Bally's that is a sinking gym anyway.

After it's past reputation of shooting itself in the foot with other city sponsored restaurants, the city deserves to lose Jillian’s at Waterside. Suck it up.

Seemingly, the city knew long ago what it wanted to do with Waterside. Bar Norfolk and Have a Nice Day Cafe were really the only successful businesses getting in the way, and we all saw what happened to them. Jillian's is a ghost town now. If Jillian's was smart, they would leave without negotiating to go someplace to actually start generating some revenue again. That way the Norfolk city leaders can get back to running our city into the ground.
