why not they can maybe pay it back wit interest just like they savved that they can save more if it has been put aside for a rainey day then if it is raining then that what it is there for you people just built a convention center there has to be money somewhere the people we have in power have lost their minds all about revenue they never make or so they say

YES, take it. We're already closing schools due to reduced populations which would kind of indicate less or neutral cost increases truly necessary for the coming year. If there is a hidden surplus savings, a severe recession would qualify its redistribution. Hiding usable assets in these times of fiscal depression is downright financially reckless. All government entities needs to tighten their belts.
Likewise, if the city itself is cloaking funds it should be held accountable.
Don't rob the schools
The school board saved some funds and want to use it for their own purposes. If this is allowed, the only thing that will happen is that in the future they will spend any unused funds for any reason just to use it. That is a terrible lesson. The DOD uses the rule that if you don't need it this year, you will not get it next year. So the operators never let any funds go unused. They just spend the money on things they wouldn't normally spend it on, just to make sure it gets them down to zero when the new FY comes. This is not a system that city councils should use.

Then when its time to build another school or fix one up our leaders can say we dont have the funds...Why have a budget anyway..with this type of logic
Cancel Light Rail Deal and Town Center Expansion First
Virgina Beach should cancel light rail and Town Center expansion before tapping the school budget. The council seems to find money for pet projects whenever it wants to. I also believe there is still some fat in both the city and school budgets that needs to come out before raising the tax rate. After the last couple of years, the taxpayers are maxed out. Many have taken paycuts in the private sector, not to mention the runup in property taxes and a severe redution in net worth. It's not business as usual.

Consider the amount I pay for your kids and I don't have any!!! Quit your complaining as your kids are getting a free ride off me and from the people who pay to send thier kids to private schools. P.S. (I went to private school).
Rob the school system
They've been robbing the federal government for years. Consider the money given each school by the federal government for every "military kid", for every day they're in school, supposedly because that child's family "is not paying taxes." Then, in reality, consider how many of those military family's actually own a home and pay the same taxes as the person next door. The fed 'kick-in' still comes. I'm not entirely versed in the methodology but I know the system exists. Basically, they're being paid for that child and the parents are also paying taxes so the school is double dipping. Try to get into this mess and if you're in the military you'll be told to shut up and sit down. So, crying about some chump change when they've got a cash cow system isn't something I want to listen to. They get more money than any school system that's not near a military installation. Still crying they don't have money. Do your math.
